On July 11, Jeollanam-do Governor Kim Youngrok emphasized, "Building on the government's groundbreaking RE100 industrial complex policy, we will create a model for a future energy new city, including fostering the 'Southwestern Region 500,000 Population Energy Innovation Growth Belt' and realizing the era of '1 trillion won in annual energy basic income.'"


Governor Kim held a press conference at the provincial government briefing room that morning, expressing his welcome for the Lee Jaemyung administration's groundbreaking RE100 industrial complex policy. He stated that the path toward 'Jeonnam as the energy capital of Korea' is opening rapidly.


The government announced its swift and bold RE100 industrial complex policy on July 10, just 36 days after its inauguration.


The policy aims to establish an RE100 industrial complex in Jeonnam that will meet 100% of corporate RE100 demand while utilizing 100% local renewable energy, and to use this as a foundation for creating an energy new city.


This project goes beyond simply building an industrial complex; it is a national initiative to redesign the energy supply system and the industrial map of Korea.


To this end, the government plans to enact a tentatively named 'Special Act on the Establishment and Support of RE100 Industrial Complexes and Energy New Cities,' which will provide the legal basis for measures such as ensuring stable power supply, offering bold incentives to attract companies, and supporting improvements to residential conditions.


In addition, the government intends to form a task force led by the Ministry of Trade, Industry and Energy, with participation from related ministries such as the Ministry of Economy and Finance and the Ministry of Land, Infrastructure and Transport, as well as experts, to develop concrete implementation plans.


In particular, President Lee Jaemyung issued a special directive to establish a 'zero regulation' environment for RE100 industrial complexes, introduce groundbreaking measures to improve education and residential conditions, and develop a much more innovative electricity rate discount plan that reflects the effects of local production and local consumption (Jisanjiso) than initially proposed. This is expected to become the key to the success of the Jeonnam RE100 industrial complex.


On June 25, during the Gwangju town hall meeting, a solution to the power grid issue, which had been proposed to the president, was also announced. The government expressed its commitment to increase additional grid connection capacity by up to 1GW within 100 days by screening out non-viable business operators, and to expand the total connection capacity to 2.3GW by the end of the year.


Given the stance that power grid innovation is necessary for Korea to become one of the top three AI powers, the K-Grid innovation plan, which includes the construction of an energy superhighway utilizing new technologies such as high-voltage direct current (HVDC), is expected to be announced soon.


Governor Kim Youngrok stated, "Jeonnam is the optimal location for the creation of an RE100 industrial complex. Based on the nation's richest solar and wind resources, we plan to build new renewable energy generation complexes with a total capacity of 23GW by 2030." He added, "Using this as a foundation, we will create the 'Southwestern Region 500,000 Population Energy Innovation Growth Belt' and realize the era of 1 trillion won in annual energy basic income by 2030."
