A Public Library to Be Built Underground Across from Yongsan Station

Yongsan District to Receive Donation of Space Beneath Beodeulgae Culture Park
Construction to Begin Next Month, Completion Targeted for February 2027

On July 11, Yongsan District in Seoul announced the approval of the revised implementation plan for Urban Redevelopment Zone 4 around the International Building and will begin full-scale promotion of the public library project beneath the Beodeulgae Culture Park.


The core of this plan is to create cultural facilities, including a public library, underground at Beodeulgae Culture Park in the 98-4 Hangang-ro 3-ga area near Sinyongsan Station, and to connect these facilities with the adjacent green corridor (between Hoban Summit and Central Park). After the redevelopment association constructs the facility, it will be donated to Yongsan District, which will then handle the interior work and directly operate the public library.

The library construction is scheduled to begin next month, with a target completion date of February 2027. The construction period is expected to last about one year and six months. The green corridor is targeted for completion within this year.


Currently, there are only four public libraries in Yongsan District, the lowest number among Seoul’s 25 autonomous districts. Most of these libraries are concentrated around Seoul Station and Wonhyo-ro, which means that some local residents do not have adequate access to library services.


With the establishment of a new public library in the Hangang-ro area through this project, the cultural infrastructure gap between regions is expected to be addressed, allowing residents to enjoy cultural services more equitably.


The area around Yongsan Station, where the library will be located, is a mixed-use district with residents, office workers, and tourists. From the design stage, the space will be configured as a multifunctional facility reflecting the needs of various users. According to the plan, there will be a reading room for local residents, a relaxation area connected to Beodeulgae Culture Park, a digital library and business lounge for office workers, and a smart tourism information space for visitors.


The Sinyongsan Station area is a key region where large-scale development projects are actively underway, including the creation of an international business district, Yongsan Park, the Yongsan Station underground development project, and the expansion of railway networks such as the Shinbundang Line, GTX-B, Susaek Line, and Gwangmyeong Line.


Once these projects are completed, an increase in foot traffic is expected. The library is anticipated to serve as a central hub connecting Yongsan Park and Yongsan Station, generating significant synergy with nearby cultural and commercial facilities.


Park Heeyoung, Mayor of Yongsan District, stated, "Through the construction of this library, we will expand the much-needed cultural infrastructure and increase opportunities for residents to enjoy cultural experiences. We will spare no administrative support to ensure the project proceeds without setbacks."
