Eliminating Social Insurance Blind Spots for Quick Service Providers
Agency Heads Join Street Campaign for Employment and Industrial Accident Insurance and Traffic Safety
The Korea Workers' Compensation and Welfare Service and the Korea Transportation Safety Authority have joined forces to strengthen the social safety net for platform-based mobility workers.
On July 10, the Korea Workers' Compensation and Welfare Service (President Jonggil Park) announced that it had signed a business agreement with the Korea Transportation Safety Authority (President Yongsik Jeong) at its Seoul Gangnam branch, and that the two organizations jointly conducted a street campaign near Yeoksam Station to promote the employment and industrial accident insurance system and enhance traffic safety.
This agreement was initiated to address gaps in social insurance coverage for mobility workers based on two-wheeled vehicles, such as delivery riders, quick service drivers, and cargo truck owners, and to establish a field-based collaboration system for traffic accident prevention.
Going forward, the two organizations plan to maintain close cooperation in the following areas: ▲ promoting social insurance enrollment for mobility workers ▲ jointly conducting traffic safety education and campaigns ▲ sharing information and content ▲ discovering and implementing field-oriented collaborative projects.
Immediately after the signing ceremony, the heads of both organizations took to the streets to communicate directly with delivery riders. Despite the hot weather, they distributed bottled water, cooling sleeves, and cool masks to prevent heat-related illnesses, while also providing information about the relevant systems and promoting safety guidelines. The agency explained, "This activity demonstrates a genuine commitment to protecting delivery workers."
Mr. A, a quick service driver who participated in the on-site consultation, said, "I feel reassured after learning that I can receive industrial accident compensation or unemployment benefits even when working through a platform."
The Korea Workers' Compensation and Welfare Service has gradually expanded the scope of industrial accident insurance coverage from employees to service providers. Since July 2023, with the removal of the exclusivity requirement, platform workers and those working for multiple companies have also become eligible for insurance. According to the agency, as of the end of April 2025, the total number of service providers enrolled in industrial accident insurance was 1.44 million, with more than 340,000 of them being quick service drivers.
President Jonggil Park emphasized, "As the mobility industry expands, the need for social protection for workers based on two-wheeled vehicles has increased. I hope this agreement will serve as an opportunity to achieve both workplace safety and stability in daily life."
