Use Like Cash at Various Facilities
Seocho District in Seoul announced on July 10 that it had received the Excellence Award in the basic local government (district) category at the 2025 “Outstanding Administration and Policy Case Selection Contest” held on July 9 for its operation of the “Good Seocho Coin” initiative. The contest is organized by the Korea Public Policy Evaluation Association and recognizes exemplary policy cases that have contributed to improving the quality of life for citizens.

The “Good Seocho Coin” is a “Good Points” system in which points are accumulated each time residents engage in positive activities such as practicing carbon neutrality in the region, protecting the socially vulnerable, or volunteering, all managed through a blockchain-based dedicated app. Residents can earn Seocho Coins for actions such as collecting paper cups, using tumblers, or reporting disaster and safety hazards. These coins can be used like cash at district-run facilities or donated to the Community Chest of Korea.
Since 2022, Seocho District has operated the Seocho Coin app, which has undergone renewal and system upgrades. The app currently has 12,450 registered users, and the total accumulated coins amount to approximately 955,000. The initiative has achieved tangible results, including donations made through the Community Chest of Korea.
In addition, by linking with Seoul Pay, Seocho Coins can be used at 12,100 affiliated stores in the district, and the district has also strengthened integration with payments at public facilities such as public parking lots, establishing itself as a community-focused administrative service.
Seocho District stated, “This policy has been recognized for its innovation and effectiveness, leading to a series of benchmarking inquiries from other local governments. It is attracting attention as a representative model that demonstrates the potential for blockchain utilization in public administration, and some autonomous districts in Seoul have also expressed interest.”
Seocho District Mayor Seongsoo Jeon said, “Good Seocho Coin is a flagship project of the Seocho-style smart city, enabling the community to jointly address social issues such as the environment and welfare. We will continue to improve the convenience of using Seocho Coin so that the positive influence of each and every resident can help Seocho become an even better community to live in.”
