Systematizing Interdepartmental Collaboration
for Consumption Coupon Distribution
On July 10, the Guro District Office in Seoul announced that it will establish a dedicated task force (TF) and begin full-scale preparations to ensure the prompt and smooth distribution of the 'Livelihood Recovery Consumption Coupon.'

The Livelihood Recovery Consumption Coupon is a consumption support fund aimed at economic recovery and revitalizing domestic demand, providing up to 500,000 won per person to all citizens, with the amount varying by individual. The first application period runs from July 21 to October 31, and applications can be submitted either at the local government office corresponding to the applicant's registered address or online.
To systematically implement this initiative, the district will form a dedicated task force (TF) led by Vice Mayor Choi Wonseok. The team will include the Autonomy Administration Division, Welfare Policy Division, General Affairs Division, Local Economy Division, and the Public Relations Officer, operating under a close interdepartmental collaboration system.
Specifically, the Autonomy Administration Division will be responsible for planning and budgeting; the Welfare Policy Division will verify the eligibility of applicants using the database and determine those eligible for appeals; the General Affairs Division will handle the recruitment and placement of support staff. The Local Economy Division will oversee the issuance of local gift certificates and promotion to affiliated merchants, while the Public Relations Officer will manage public communication and media relations. Local community centers will handle the entire application process, card distribution, and outreach services.
Through the operation of the dedicated task force (TF), the district plans to strengthen its civil complaint response system and minimize payment delays or omissions, ensuring that residents can quickly receive their benefits. In particular, short-term staff will be flexibly assigned to each community center to assist information-vulnerable groups such as the elderly and people with disabilities, so they can apply without inconvenience.
Jang Inhong, Guro District Mayor, stated, "With the important task of restoring the local economy ahead of us, we will strengthen interdepartmental cooperation to ensure the swift and systematic distribution of the consumption coupon," adding, "We will do our utmost to ensure that this consumption coupon serves as a catalyst to revitalize the local economy."
