Park Chan-dae Proposes Special Insurrection Bill: "State Subsidies to Parties Producing Insurrectionists to Be Restricted"

Over 60 Lawmakers, Including Park Chan-dae, Jointly Propose Special Insurrection Bill on July 8

Park Chan-dae, a lawmaker running for the leadership of the Democratic Party of Korea, has introduced a special insurrection bill that would restrict state subsidies to political parties that have produced insurrectionists.

On July 8, Park announced that he was introducing the special insurrection bill to achieve the complete eradication of insurrection. Park stated, "Yoon Suk-yeol's 12·3 insurrection cannot end with punishment alone," and added, "The special insurrection bill will serve as the 'final resolution' of the Yoon Suk-yeol insurrection, not only legally but also socially and politically, and will act as a milestone to prevent such incidents from happening again."


The main provisions of the special bill include: ▲ mitigation of criminal penalties for military, police, public officials, and whistleblowers who voluntarily confess or report insurrection; ▲ establishment of a special court exclusively for insurrection trials; ▲ restriction of pardons and restoration of rights for those convicted of insurrection; ▲ corrective measures for personnel appointments made by insurrectionist groups; and ▲ restriction of state subsidies to political parties that have produced insurrectionists.


Park emphasized, "The eradication of insurrection can only succeed with the participation of the people," and pledged to hold a "Yoon Suk-yeol Kim Keon-hee insurrection hearing" on par with the 'second Fifth Republic hearing.' He went on to say, "We will fully disclose to the public the crimes committed by those who instigated and supported the 12·3 insurrection."


Co-sponsors Kim Yong-min, Park Sung-joon, and Noh Jong-myeon told reporters after submitting the bill to the legislative office at the main building of the National Assembly in Yeouido, Seoul, "Currently, there are about 60 co-sponsors."


Regarding the restriction of state subsidies to parties that have produced insurrectionists, Kim stated, "If necessary, we will also implement clawback measures based on the 12·3 standard." This is interpreted as being aimed at the People Power Party.


On the special court, Kim explained, "The committee that recommends members of the court will be open to public participation, and the court itself will be composed of judges."


Regarding measures to compel former President Yoon Suk-yeol to appear before the National Assembly, Kim stated, "If he fails to appear, we will file a complaint according to the law so that he can be punished," adding, "I believe this is closely related to the atmosphere and process of the ongoing investigation by the special prosecutor for insurrection."
