On July 8, the Office for Government Policy Coordination announced through a press release that Kim's 30-day work plan, the '10X3 Plan,' would focus during the first 10 days on preventing various accidents, including natural disasters such as heatwaves and afternoon storms, as well as industrial accidents. Before his inauguration ceremony at the Government Complex Sejong the previous day, Kim visited the nearby National Museum of Urban Architecture construction site to inspect the working conditions of laborers during the heatwave. He also stated that he would review preparations for the Asia-Pacific Economic Cooperation (APEC) summit to be held in Gyeongju at the end of October, and would work on measures to address social isolation and suicide prevention.
The second 10-day period will focus on reviewing the public service system. Kim said, "I will address the aftereffects of the internal strife within the public sector, encourage and reward creative and proactive proposals and discussions, and ensure that no government agency or committee is marginalized or becomes passive."
The final 10 days are expected to be dedicated to policy review. Kim announced plans to develop key livelihood policies such as 'Hearty Lunches for Office Workers,' and to improve the delivery system for the nationwide Livelihood Recovery Support Fund.
Additionally, Kim plans to operate a social dialogue platform called 'K Toronnara' every other week to increase public participation and understanding of major government initiatives. He added that he would promote a culture of discussion that transcends ranks within the public service. He also intends to concentrate national administrative capacity in the central region through regular 'Sejong Weeks,' during which he will work intensively in Sejong.
Kim pledged, "Along with active party-government consultations to realize the philosophy of a people-sovereign government, I will open the door to all productive and bipartisan proposals, regardless of party affiliation, and strengthen policy cooperation with lawmakers. I am determined to work as if the first 30 days were 300 days, in order to lay the foundation for the success of the Lee Jae Myung administration."
