Gochang County to Distribute "Livelihood Recovery Consumption Coupons" to All Residents

200,000 Won for General Residents
350,000 Won for Lower-Income and Single-Parent Families
450,000 Won for Basic Livelihood Security Recipients

Gochang County in North Jeolla Province will distribute "Livelihood Recovery Consumption Coupons" to all residents starting July 21.

According to the county on July 8, these consumption coupons are part of a support initiative aimed at revitalizing the local economy and stabilizing residents' livelihoods. The distribution will take place in two phases.


The first phase will run from July 21 to September 12. During this phase, general residents will receive 200,000 won each, while those in the lower-income bracket and single-parent families will receive 350,000 won each, and recipients of basic livelihood security will receive 450,000 won each.


The second phase will take place from September 22 to October 31. In this phase, an additional 100,000 won per person will be provided to residents, except for those in the top 10% income bracket based on health insurance premiums. Detailed information regarding the second phase will be announced separately at a later date.


The consumption coupons can be used until November 30, and are valid at small businesses within Gochang County with annual sales of 3 billion won or less. However, usage is restricted at certain businesses, including large supermarkets, department stores, online shopping malls, and entertainment venues.


In particular, if residents apply using the Gochang Sarang Card, the coupons can only be used at merchants registered to accept the Gochang Sarang Gift Certificate. If the coupons are not used within the specified period, they will expire automatically.


Residents can choose to receive the coupons via credit/debit card, prepaid card (NH Nonghyup or Jeonbuk Bank), or Gochang Sarang Gift Certificate (card).


To apply using a credit or debit card, residents can apply online through the respective card company's website or app, or offline by visiting a bank branch associated with the card.


If applying with the Gochang Sarang Card, residents can apply online via the "Gohyang Sarang Pay" app. Those who have difficulty applying online can visit the community service center in their town or township of residence to apply in person.


Starting July 14, the county will provide a "National Secretary Notification Service" to allow residents to check in advance whether they are eligible and the amount of support they can receive, for their convenience.


The county also urged residents to be cautious of "smishing" scams, in which malicious links in text messages are used to install malware and steal personal information.


The government and Gochang County emphasized that they will never send text messages containing URLs or links regarding the Livelihood Recovery Consumption Coupons, and that card companies will also not send such messages.


County Governor Shim Deokseop said, "These consumption coupons are a livelihood recovery policy that will provide real support to households and revitalize the local economy. We will implement this policy thoroughly so that residents can truly feel its effects, and we will firmly support small businesses as they strive to recover."


In addition to the Livelihood Recovery Consumption Coupons, the county is also providing various forms of support for small businesses, including a year-round 10% discount policy on Gochang Sarang Gift Certificates, expanded small business loans and interest subsidies (totaling 12.8 billion won), and support for small business card fees (up to 500,000 won).
