Gyeonggi Province Partners with Non-life Insurance Social Contribution Council to Install Heating and Cooling Systems in 600 Vulnerable Households

Gyeonggi Province, in collaboration with the Social Contribution Council for Non-life Insurance and the Gyeonggi Environment and Energy Agency, will jointly implement a project to install heating and cooling systems in 600 households vulnerable to climate change within the province from July 2025 to December 2027.


This project is the first of its kind in the country, promoted by Gyeonggi Province as part of the "Gyeonggi Climate Insurance" initiative. The entire project budget is being provided by the Social Contribution Council for Non-life Insurance, which consists of 19 insurance companies.


On July 8 at 11:00 a.m., Gyeonggi Province announced that it would sign a "Gyeonggi Province Climate Safety Net Enhancement Joint Cooperation Agreement" with the Social Contribution Council for Non-life Insurance and the Gyeonggi Environment and Energy Agency at the Gyeonggi Provincial Government building, outlining the details of this initiative.


Under this agreement, the Social Contribution Council for Non-life Insurance will donate a total of 1 billion KRW over three years, with Gyeonggi Province overseeing the project and the Gyeonggi Environment and Energy Agency executing it. The plan is to select approximately 600 households among the climate-vulnerable population, including basic livelihood security recipients, those just above the poverty line, people with disabilities, single-parent families, and elderly people living alone, and provide support for the installation of heating and cooling systems to help them cope with heat waves and cold spells.


For the first year of the project, Gyeonggi Province plans to select 160 households by August and sequentially install heating and cooling systems in these households from September to November.


At the agreement ceremony, in addition to signing the agreement, a puzzle ceremony will be held to express the commitment to protect vulnerable groups from the climate crisis "more reliably," "more thoroughly," and "more safely."

Meanwhile, Gyeonggi Province is leading efforts to protect residents from health damage and address climate disparities among vulnerable groups by introducing the "Gyeonggi Climate Insurance" for the first time in the country and enacting the "Gyeonggi Province Climate Disparity Reduction Ordinance."


The Gyeonggi Climate Insurance was introduced by Gyeonggi Province on April 11, 2025, as the first of its kind nationwide, to provide coverage for health damages caused by the climate crisis and to establish a safety net for all residents, including those vulnerable to climate change.


All residents are automatically enrolled without any application procedures, and fixed insurance payouts are provided for the following: heat-related and cold-related illnesses (such as heatstroke and hypothermia) caused by heat waves or cold spells; specific infectious diseases (such as malaria and tsutsugamushi disease); and other injuries related to climate disasters.


In early June, a patient suffering from heat exhaustion who visited a medical institution due to symptoms such as dizziness during outdoor activities received an insurance payout of 100,000 KRW under the heat-related illness coverage of the "Gyeonggi Climate Insurance." As of July 4, 2025, a total of 25 Gyeonggi Province residents have received insurance payouts from the "Gyeonggi Climate Insurance" since its introduction.
