Review of 12 Ordinances and County Administration Questions
Interim Check on Key Projects Established Early This Year
On July 8, the Wando County Council in South Jeolla Province announced that it will hold its 331st extraordinary session from July 14 to 23, during which it plans to review a total of 12 agenda items, including 404 major county administration tasks for 2025 and various ordinances.
During this session, the council will check whether the major county projects established at the beginning of this year are being implemented as planned and will focus on legislative activities aimed at improving the quality of life for residents.

In particular, the council plans to address current issues by prioritizing ordinances focused on residents' livelihoods and by raising questions about organizational structural improvements within the county administration. In the first plenary session, council member Park Jaeseon will deliver a "five-minute free speech" on the topic of "Plans to Revitalize Village Communities in Wando County."
Council member Park Byungsoo will question Deputy County Governor Lee Beomwoo on "Measures to Eradicate Power Abuse in the Public Sector and Ensure Fairness and Transparency in Personnel Administration." Through his questioning, Park intends to address issues such as workplace bullying, unfair personnel management, and the lack of internal audit functions. He will also call for the establishment of a fair personnel system and the creation of a healthy organizational culture. Additionally, he plans to request practical measures to boost staff morale and to guarantee labor and personal rights.
Three ordinances proposed by council members have been submitted for this session: ▲Ordinance on the Operation and Support of Community Laundromats for Vulnerable Groups (proposed by council member Ji Min), ▲Basic Ordinance on the Use of Artificial Intelligence and Establishment of Ethical Foundations (proposed by council member Cho Inho), and ▲Ordinance on Supporting the Promotion of Reusable Containers (proposed by council member Cho Youngsik).
Ji Min’s "Laundromat Ordinance" aims to strengthen everyday welfare and enhance the quality of life by providing laundry services to low-income residents and those in welfare blind spots. The "Artificial Intelligence Ordinance" proposed by Cho Inho focuses on protecting residents' rights and strengthening regional competitiveness by establishing an institutional framework for the sound use of AI technology and the creation of ethical foundations.
Cho Youngsik’s ordinance seeks to promote the use of reusable containers in daily life to reduce single-use products, save resources, and achieve carbon neutrality. In addition, seven agenda items from the executive branch, including a partial amendment to the "Ordinance on Responding to Climate Change," will be reviewed by the relevant standing committees before being submitted to the plenary session.
Chairman Kim Yanghun stated, "This extraordinary session is an important time to conduct an interim review of county administration," and added, "We will thoroughly examine the process to ensure that policies providing real benefits to residents are implemented without wavering."
Meanwhile, the ordinances and agenda items submitted during this session will be finalized at the fifth plenary session scheduled for July 23.
