Apartment complexes subject to the government’s price ceiling system are drawing attention for their price competitiveness. These price-capped apartments have their sale prices set by adding land costs to the government-designated standard construction cost, making them more affordable compared to surrounding market prices. As a result, they are being spotlighted as complexes that lower the barrier to homeownership for buyers.
According to data from Real Estate R114, all of the top five most competitive apartment complexes in terms of subscription rates nationwide in the first half of this year were price-capped apartments. These were, in order: Raemian One Perla (151.6 to 1), Cheongju Technopolis Athera 2nd (109.7 to 1), Godeok Gangil Daesung Verhill (97.4 to 1), Dongtan Forepark Jayeon&Prugio (71.4 to 1), and Cheongju Technopolis Hartrium The Metro (46.3 to 1).
Price competitiveness is cited as the primary reason for the popularity of price-capped apartments. Especially amid the ongoing surge in apartment prices, these complexes are seen as offering even greater advantages. According to the Housing and Urban Guarantee Corporation (HUG), as of May this year, the average sale price per 3.3 square meters for apartments in the Seoul metropolitan area was 28.79 million won, up more than 10% from the same month last year. When converted to an 84-square-meter unit, this means buyers need to pay about 100 million won more compared to a year ago.
An industry official stated, "In a situation where apartment prices are soaring and loan regulations are concentrated in the metropolitan area, buyers feeling the burden of financing are turning to price-capped complexes for their price competitiveness." The official added, "Price-capped apartments, which reduce the burden at the initial financing stage, can command a premium of several hundred million won after move-in, as their prices catch up with neighboring apartments. Therefore, buyers can expect a premium."
Actual transaction data from the Ministry of Land, Infrastructure and Transport shows that an 84-square-meter unit of 'Umi Lin Signature' in Geomdan New Town, Seo-gu, Incheon, was traded for 755 million won (9th floor) in June this year. This represents a price gain of more than 80% compared to its sale price (about 416.8 million won). In the same month, an 18th-floor, 59-square-meter unit of 'Geomdan New Town Moa Elga Grande' also found a new owner at a record price of 570 million won, up about 80% from its sale price of 315.6 million won.
This is also why 'Opus Hangang Switzen' has recently been attracting attention among buyers.
KCC Construction opened the model home for 'Opus Hangang Switzen' in Hyangsan-ri, Gochon-eup, Gimpo-si, Gyeonggi-do, on June 27 (Friday) and began sales as part of the Hangang Cinepolis industrial complex development project. The complex consists of nine buildings, ranging from two basement levels to 25 above-ground floors, with a total of 1,029 units sized between 84 and 99 square meters. Applications are open nationwide.
The complex is subject to the price ceiling system, so it is being offered at a reasonable price compared to surrounding market prices. The contract terms include a flat-rate first contract payment of 10 million won, reducing the initial financial burden for buyers. In addition, it is not affected by the Stress DSR Phase 3 regulations or the 6.27 measures implemented since June 28, making it referred to as the last opportunity for homeownership.
The subscription schedule begins with special supply on July 7 (Monday), followed by first-priority applications on July 8 (Tuesday) and second-priority applications on July 9 (Wednesday). Winners will be announced on July 18 (Friday), and formal contracts will be signed over three days from July 29 (Tuesday) to July 31 (Thursday). Any household member aged 19 or older can apply, and even current homeowners can apply nationwide. Resale before move-in is also permitted.
The model home is located in Janggi-dong, Gimpo-si, and move-in is scheduled for August 2028.
