According to foreign media reports, the Dutch Military Intelligence and Security Service (MIVD) and the General Intelligence and Security Service (AIVD) submitted a report to parliament stating that they had obtained evidence of Russian forces using chemical weapons. The German Federal Intelligence Service (BND) also announced separately that it had confirmed the evidence together with the Dutch authorities.

The report pointed out that Russia routinely uses chloropicrin, a toxic substance banned under the Chemical Weapons Convention (CWC), and stated that evidence had also been obtained of choking agents being dropped by drones.

Russia has previously been suspected of using chemical weapons but has consistently denied these allegations. Instead, Russia claims that Ukraine is the one using chemical weapons.
