"To Help Children Evacuate on Their Own During Fires"... Busan Office of Education Urgently Distributes 'Student Action Manual' to All Schools

Following a series of residential fires in Busan that have recently resulted in the tragic deaths of young students, the education authorities have urgently produced and distributed a "Student Action Manual for Fire Incidents" to all schools.


On July 4, the Busan Metropolitan Office of Education (Superintendent Kim Seokjun) announced, "We have prepared an action manual outlining specific response procedures so that children can protect their own lives in the event of a fire, and have distributed it to all kindergartens, elementary, middle, and high schools."


This measure was taken in response to an emergency directive issued by Superintendent Kim Seokjun on July 3, instructing that "a concrete and practical action manual must be produced so that students can protect their own lives under any circumstances." The Office of Education completed the production and distribution of the manual within a single day of the directive.


The manual includes detailed, age-appropriate instructions for students on various scenarios, such as: the order and methods for evacuation during a fire; how to avoid toxic gases; how to report an emergency to 119; how to use a fire extinguisher; and how to use an emergency escape device.


The content is tailored to different age groups, from kindergarteners to high school students, and will be actively incorporated into each school's safety education materials and practical training programs in the future.


Previously in Busan, two separate fires occurred over the past eight days, resulting in the deaths of elementary school-aged sisters in their homes. Both incidents happened while the parents were away, and it was revealed that the apartments were not equipped with sprinklers. These tragedies have highlighted the urgent need for fire response education for school-aged children.


Superintendent Kim Seokjun stated, "Fire is one of the most common dangers children may encounter in everyday life," adding, "With the distribution of the action manual as a starting point, we will make safety education more practical and systematic so that students can make decisions and respond on their own even in crisis situations."


The Busan Metropolitan Office of Education plans to strengthen hands-on safety education and evacuation drills based on the manual at all schools and expand safety campaigns in cooperation with families.
