"Let's Boost Legal Services with AI"...Representative Lee Haemin Proposes 'Legal Tech Act'

Representative Lee Haemin of the Innovation Party for the Homeland has introduced two bills: the "Act on the Promotion of the Legal Information Technology Industry and the Enhancement of Legal Consumer Benefits" (hereinafter referred to as the Legal Tech Promotion Act) and the "Partial Amendment to the Court Organization Act" (hereinafter referred to as the Court AI Disclosure Act), aiming to foster legal services utilizing artificial intelligence (AI) and to enhance the public's right to know.

The Legal Tech Promotion Act provides a legal framework for the government to systematically support the development of legal tech, including the establishment of promotion plans, the opening of public data, the cultivation of specialized professionals, and support for startups and overseas expansion. While major advanced countries are rapidly adopting innovative services such as AI-based litigation prediction and automated legal document drafting, domestic legal tech companies are facing difficulties entering the market due to the lack of clear legal grounds for automated legal information technology services.


In addition, Representative Lee has also proposed the Court AI Disclosure Act. This bill would allow AI-based judicial support functions, such as the recently developed AI that recommends similar case rulings, to be made available to the entire public. The AI model in question was developed as part of the next-generation electronic litigation system launched in January and recommends a list of similar cases when a case number is entered.


Representative Lee stated, "Many advanced countries are leading the way in industrial development and public benefit by combining open court ruling data with AI," and added, "I hope these laws will serve as an opportunity to promote the legal tech industry and protect the rights and interests of legal service consumers."
