As President Lee Jaemyung announced plans to accelerate housing supply in the 3rd phase new towns to stabilize housing prices, Lee Sangkyung, the newly appointed First Vice Minister of Land, Infrastructure and Transport, visited the construction site of the Goyang Changneung public housing district, one of the 3rd phase new towns, as his first official schedule after taking office.

The Ministry of Land, Infrastructure and Transport stated on July 4 that Vice Minister Lee visited the Goyang Changneung district on July 3 to inspect measures for flood prevention during the rainy season and for heat-related illnesses during the summer. Vice Minister Lee said, "I chose a construction site as my first destination to put into practice the government’s policy of prioritizing the lives and safety of the people." He emphasized, "Since this is a site where land development and housing supply are underway, and it is particularly vulnerable to summer floods and heat waves, thorough disaster prevention and response are crucial."

He also urged the ordering agencies and construction companies to install safety facilities, provide worker training, and strictly comply with safety regulations. He instructed, "Flawless on-site response is required, with safety as the first and second priority, in line with public expectations."

In addition, he instructed Korea Land and Housing Corporation (LH) to actively consider extending construction periods or adjusting contract amounts to minimize losses for construction companies in the event of work stoppages due to heat waves. He stated, "Do not sacrifice safety for the sake of pushing ahead with unreasonable construction schedules," and added, "Proactive safety management must go hand in hand with realistic scheduling."

Vice Minister Lee officially took office as the First Vice Minister of the Ministry of Land, Infrastructure and Transport on June 30. He is the first vice minister from academia in eight years, following former Vice Minister Kim Kyunghwan (currently President of Korea Housing Finance Corporation). He is known as a "real estate strategist" who has been associated with President Lee Jaemyung since Lee’s tenure as mayor of Seongnam. During the 2022 presidential election, he served as the chairman of the Real Estate Reform Committee for the Democratic Party’s Central Election Committee, designing policies such as the development profit recapture system and the basic housing pledge.
