Representatives Ahn Dogeol and Park Sunghoon to Hold Policy Seminar
The seminar will focus on discussing the newly established direction for the operation of public institutions following the launch of the Lee Jaemyung administration, as well as the need for innovation in the management evaluation system that supports this direction.
Jung Haebang, Chairman of the National Governance Research Institute and organizer of the seminar, explained, "We planned this seminar to bring together experts from various fields to analyze the trend of policy shifts in the public sector reflecting the new administration's philosophy of governance, and to discuss institutional improvements necessary for implementing these changes."
Recently, the new administration has been accelerating public sector reform by prioritizing the restructuring of public institution functions, strengthening organizational efficiency, and realizing citizen-centered social values. The management evaluation system for public institutions is also being revised to go beyond simple performance checks, incorporating a balance between autonomy and accountability, as well as evaluating sustainability and innovation capacity.
Representative Ahn stated, "Through concrete discussions on building effective governance and reforming the evaluation system under the Lee Jaemyung administration's agenda for a major transition, we expect to provide substantial foundational data for future institutional design and legislative improvements."
Representative Park emphasized, "We will continue to support public institutions so they can secure autonomy, innovation, and public trust simultaneously in response to the changing socio-economic environment."
The seminar will begin with opening remarks by Chairman Jung, followed by congratulatory speeches from Representative Ahn, Representative Park, Kim Wanhee (President of the Korean Association for Public Enterprise Studies and professor at Gachon University), and Kwak Chaegi (Head of the Public Enterprise Management Evaluation Team and professor at Dongguk University).
During the keynote presentation session, Kang Seungjun, Vice President of Seoul National University of Science and Technology and head of the Public Institution Management Evaluation Verification Team, will deliver a presentation on "Policy Direction for Public Institutions under the New Administration," covering the public sector policy framework, principles of organizational operation, and the necessity of institutional transformation. In particular, he will introduce specific policy directions related to the functional adjustment and management innovation of public institutions.
The second keynote presentation will be delivered by Jung Junhee, professor at Daegu University, under the topic "Directions for Improving Management Evaluation of Public Institutions." Professor Jung will address the structural limitations and on-site side effects of the management evaluation system raised since the launch of the Lee Jaemyung administration, and will propose improvement directions focusing on securing strategic alignment, establishing customized criteria, and quantifying non-financial elements.
The comprehensive discussion will be chaired by Lee Bokshil, former Vice Minister of Gender Equality and Family and current Vice President of the National Governance Research Institute. Panelists will include academic experts such as Kim Bonghwan (Chairman of the Public Institution Quantitative Evaluation Committee and professor at Seoul National University), Bae Geunho (Head of the Public Institution Audit Evaluation Team and professor at Dong-Eui University), Park Sungjin (professor at Yonsei University), and Park Sungjong (professor at Hankyung National University). Government and public institution representatives such as Kim Juncheol (Director of Evaluation and Analysis, Public Policy Bureau, Ministry of Economy and Finance), Shin Sanghoon (Director of Management Performance, Korea Rail Network Authority), Yoon Jaeseon (Director, Korea Gas Corporation), and Lee Gwanghun (Director of Planning and Coordination, Kangwon Land) will also participate.
