Korea's Leading Service Quality Evaluation
Seogu District of Gwangju (District Mayor Kim Ikang) has ranked first for five consecutive years in the administrative service sector of the Korea Service Quality Index (KS-SQI).
On July 3, at the 2025 Korea Service Quality Index certification ceremony held at Lotte Hotel Seoul, Seogu stated that it once again demonstrated its status as the nation's top autonomous district by being recognized for its achievements in delivering administration trusted by residents.

The Korea Service Quality Index is a leading domestic service quality evaluation organized by the Korean Standards Association. It is highly credible because the rankings are determined based on evaluations by residents who have actually used administrative services.
Since the launch of the 8th popularly elected administration, Seogu has actively promoted resident-centered communication administration. Notably, through the direct communication channel with the district mayor called 'BaroMunjaHarangke,' residents' daily civil complaints have been handled swiftly, accurately, and kindly with a single text message, significantly increasing trust and satisfaction in administration.
Additionally, instead of spending a large budget to build new parking lots to solve parking issues, Seogu has presented a new direction in administration by securing shared parking spaces utilizing idle areas in schools, apartment complexes, and religious facilities. To date, approximately 1,600 shared parking spaces have been secured.
The district is also actively promoting village-centered administration by discovering a unique BI (Brand Identity) that reflects the local identity and culture of each of the 18 neighborhoods and linking this to resident participation projects.
In particular, Seogu has continuously provided customized kindness consulting to the administrative welfare centers in all 18 neighborhoods and the district civil affairs department. As a result, it has been evaluated as providing "civil service response more courteous than companies," and residents' perceived satisfaction has greatly improved.
District Mayor Kim Ikang stated, "Achieving the number one ranking in the Korea Service Quality Index for five consecutive years is a valuable accomplishment created together by Seogu's public officials and residents." He added, "Going forward, in line with Seogu's identity as a 'good city,' we will further enhance the quality of administrative services by practicing administration based on sharing, consideration, communication, and cooperation, so that all residents can enjoy even greater happiness in their daily lives."
