Councilor Kang Hansol: "Everyone is a Member of the Community... We Will Establish Systems"
Policy Meeting Discusses Need for Transportation Allowances and Intermediary Organizations

There are over 5,000 migrant background youth living in Gwangju. Half of them reside in Gwangsan District. For those whose names and voices have remained outside the system, the local council has taken action.

The Names of 2,500 Migrant Youth Living in Gwangsan District, Gwangju Kang Hansol, Gwangsan District Councilor, Gwangju.

On July 2, the Economic and Welfare Committee of the Gwangsan District Council, in collaboration with the HK3.0 Pluriresilience Project Group of the Institute for Humanities at Chonnam National University, held a policy meeting to discuss ways to establish practical systems to support the education and care of migrant background youth. The meeting was chaired by Councilor Kang Hansol (The Minjoo Party of Korea, Proportional Representative) and attended by around 20 participants, including Professor Ryu Dohyang from Chonnam National University’s Institute for Humanities, Teacher Yoo Jinyoung from Hyogwang Elementary School, and related public officials.


Migrant background youth include children from multicultural families, children of foreign families, and adolescents who have entered the country mid-way through their education. Participants shared the realities faced by these youth, who experience various difficulties such as language and cultural barriers, academic gaps, and discrimination. In addition to concrete support measures such as providing transportation allowances to improve educational conditions, the need for an intermediary organization to integrate and manage support programs from various agencies was raised. Ways to link with the recently established Gwangsan Education Support Center were also discussed.

Last year, the Gwangsan District Council, together with the Gwangju Madang 2030 Forum, held a policy discussion on migrant background youth. Councilor Kang Hansol stated, "It is the responsibility of the local council to create an institutional framework so that migrant background youth can grow into proud members of the local community," and added, "We will strive to develop effective systems, such as enacting ordinances, by reflecting the opinions shared at the meeting."
