Connecting Parks and Pedestrian Routes Near the Complex
A Large-Scale Green Corridor Linking Baebongsan and Bukhansan
A redevelopment project will create an apartment complex with up to 36 floors and 1,750 units in the Jangandong area of Dongdaemun-gu, which is located between Baebongsan and Jungnangcheon.
On July 2, the Seoul Metropolitan Government announced that the Rapid Integrated Planning (Sintong Planning) for the area around 134-15 Jangandong, Dongdaemun-gu, has been finalized.
The Jangandong area is bordered by Baebongsan to the west, Jungnangcheon and Yongmasan to the east, and the planned Myeonmok Line light rail to the north. However, compared to the Cheongnyangni, Jeonnong·Dapsimni, and Imun·Hwigyeong living zones, development in this area has been slow and stagnant.
In March last year, the area was selected as a Sintong Planning target site, and with the plan now finalized, the next steps will be to initiate and decide on the maintenance plan.
The city plans to develop the 134-15 Jangandong area as a "green community residential complex" linked with parks and other amenities. The plan includes a circular green pedestrian network centered on parks, an open landscape design connecting the surrounding mountains and residential areas, and a streetscape plan to promote interaction with the local community?these three principles form the basis of the project.
A "circular greenway (green boulevard)" will connect underutilized parks near the site, and an east-west community street will link Hancheon-ro and Jungnangcheon. Previously, pedestrian routes between parks were disconnected, making access difficult, but after the redevelopment, an organic green pedestrian network will allow residents to reach parks from anywhere in the complex. A central park will serve as a local hub for community interaction.
Along Hancheon-ro on the west side of the site, which is designated as a green corridor section in the "Seoul Metropolitan Landscape Plan," parks, sidewalks, and internal pedestrian spaces will be integrated and upgraded into a green-friendly pedestrian axis at least 10 meters wide. This will establish a large-scale green corridor connecting Baebongsan to Bukhansan.
The zoning will be upgraded to a Type 3 General Residential Area, with a skyline designed to harmonize with the surroundings. An open visual corridor will be secured from Dapsimni Park to Jangi Small Park and onward to Yongmasan. High-rise buildings of around 36 stories will be placed in the center of the site, while the southern edge along Dapsimni-ro will feature mid- to low-rise buildings, ensuring the complex blends with the neighborhood.

Specialized street plans have been established based on location and other factors. Commercial and community spaces will be placed along existing streets, such as the planned Myeonmok Line 104 Station access road, the northern road to Jungnangcheon, and the southern academy street, reflecting their unique characteristics. On Dapsimni-ro 65-gil, which provides access to the transit station, community facilities such as a shared care center and a senior center will be installed. An east-west public pedestrian passage connected to the bus stop will create a cross-shaped pedestrian network.
Additionally, Dapsimni-ro 65-gil, which connects Sagajeong-ro in the north and Dapsimni-ro, will be widened to three lanes to ensure smooth traffic flow in the area after development. Through three-dimensional planning, the space beneath the road will be made available for community use.
Including this redevelopment of the 134-15 Jangandong area, Sintong Planning has been completed for 121 out of 202 target sites in Seoul, covering approximately 220,000 households. By project stage, 55 sites are in the process of establishing maintenance plans, 41 have been designated as maintenance zones, 20 have received approval for association establishment, and 5 are at the business implementation planning or other stages.
Cho Namjun, Director of the Urban Space Headquarters at Seoul Metropolitan Government, stated, "This Rapid Integrated Planning for the 134-15 Jangandong area will serve as the starting point for the development of the entire Jangandong area," and added, "We will continue to provide active support to ensure that the upcoming procedures proceed quickly and without any setbacks, in order to meet the expectations of citizens regarding the development of the area."
