Assemblyman So Byunghun Proposes Amendments to Early Childhood Education and Infant Care Acts
Current Law Lacks Regulations on Disclosure of Teacher Placement
Expected to Enhance Child Rights Protection and Institutional Transparency
Bills to amend the Early Childhood Education Act and the Infant Care Act, which would require immediate notification to parents when kindergarten or daycare teachers are changed, have been submitted to the National Assembly.
Assemblyman Byunghun So of the Democratic Party of Korea announced on July 2, 2025, "I have proposed amendments to the law that would require matters related to the placement of kindergarten and daycare teachers to be reviewed by each respective management committee, and to ensure that when the placement of a teacher is decided or changed, parents are notified without delay, thereby promoting stable operation of kindergartens and daycare centers."
In general, kindergartens and daycare centers notify parents of changes regarding teachers. However, in some private kindergartens and daycare centers, there have been cases where changes such as teacher resignations are not promptly communicated to parents. This is because current laws only require the disclosure of information about teachers at least once a year and do not include information about the placement of kindergarten or daycare teachers.
Regarding this, Assemblyman So stated, "Legislating an obligation to immediately notify parents when there are changes in kindergarten and daycare teachers will contribute to protecting children's rights and emotional stability, guaranteeing parents' right to know, and strengthening the transparency and accountability of institutions." He added, "If teacher changes are announced in advance, it can reduce parents' anxiety and serve as an opportunity to increase trust in the institution."
