Noise, Odor, Water Pollution, and Medical Waste Disposal
On July 1, Jangsu County in Jeonbuk held a public briefing session on the "Jangsu County Animal Protection Center Construction Project" at the Cheoncheon-myeon Office meeting room.
According to the county on July 2, more than 30 people attended the briefing session, including the Cheoncheon-myeon village chiefs, administrative officials, and employees of Jangsu Hanwoo Regional Corporation.

The session was organized to share the necessity of the animal protection center, its main facility components, and future operational plans, as well as to provide detailed solutions to concerns raised by nearby residents regarding noise, odors, water pollution, and medical waste disposal.
The Jangsu County Animal Protection Center will be established in the Wolgok-ri area of Cheoncheon-myeon, with a total project cost of 1.5 billion KRW. The site will cover 1,988 square meters, with a building area of 517 square meters. The complex will include an animal hospital, offices, counseling rooms, and shelters, and will not only protect stray animals but also provide veterinary care and region-specific pet services.
In particular, the county provided a detailed explanation of the noise prevention measures, which are the primary concern for residents regarding the construction of the center. The shelter will be located on higher ground in the mountains, away from the village, to minimize noise. A soundproof forest will be planted along the roadside, and the building walls will be finished with bricks effective at blocking noise. In addition, soundproof pads will be installed on the ceiling if necessary.
Regarding odor issues, the center will use an indoor breeding system to prevent odors from escaping outside. All animal waste will be cleaned daily and removed by waste collection vehicles, fundamentally blocking any possibility of external leakage.
The county also introduced operational examples from animal protection centers in other local governments, such as Gwangju and Cheonan, emphasizing that there have been no complaints related to noise or odor. If needed, resident tours of these facilities will also be arranged.
County Governor Choi Hoonshik stated, "As the number of households raising companion animals has recently increased, the number of registered pet-owning households in the county has reached about 600, making the need for an animal protection center ever more urgent. The construction of this center is an essential facility for the county, which has long lacked a small animal medical infrastructure, and it is expected to greatly contribute to animal welfare through proper rescue and aftercare of stray animals."
He added, "We will continue to communicate with residents and do our best to ensure that the animal protection center becomes a model public facility that harmonizes with the local community."
