Last-Minute Complexes Evading Strict Lending Curbs... Homebuyers Flock to "Opus Hangang Switzen"

As the government expands its stringent lending regulations across the board to curb overheating in the real estate market, the threshold for genuine homebuyers to purchase a home has become even higher. This is due to the simultaneous implementation of the "Household Debt Management Reinforcement Plan" and the third phase of the stress DSR, which have rapidly tightened lending conditions for buyers in the Seoul metropolitan area.


The Financial Services Commission held an "Emergency Household Debt Review Meeting" on June 27 and announced the "Household Debt Management Reinforcement Plan," which centers on stricter lending regulations. The key measures include: a 600 million won cap on mortgage loans, a maximum loan term of 30 years, a requirement to move in within six months when using a mortgage, and a general ban on mortgages for those owning two or more homes. These measures took effect immediately from June 28.


This policy is generating a synergistic effect in conjunction with the third phase of the stress DSR. The stress DSR is a system that assesses repayment ability by applying an interest rate 1.5 percentage points higher than the actual rate during loan screening. From this month, it has been introduced first in the Seoul metropolitan area and regions with speculative concerns. As a result, the perceived loan limits for genuine buyers have been significantly reduced, and in the actual real estate market, there have been numerous cases of buyers abandoning contracts.


After the announcement of the measures, real estate agencies in Seoul and the metropolitan area saw a surge in buyers rushing to sign contracts before the regulations took effect. Experts analyze that "buyers who had been searching for homes based on their loan plans are now having to readjust their financing strategies due to the sudden tightening of regulations."


Amid these changes, some complexes in regulatory blind spots are emerging as alternative options for genuine buyers. "Opus Hangang Switzen," which recently opened its model home, is considered a representative beneficiary. Located in Gochon-eup, Gimpo, this complex was able to avoid the direct impact of the new regulations because its resident recruitment announcement was made before the policy implementation date, making it exempt from both the third phase of the stress DSR and the June 27 measures.


As a result, this complex is not subject to the third phase of the stress DSR or direct household lending restrictions, allowing for greater flexibility in financing plans since there are no move-in requirements or loan limit restrictions. In particular, even owners of multiple homes can obtain mortgage loans, and loans exceeding 600 million won are permitted, making it an attractive choice for both end-users and those considering upgrading their homes.


The locational rarity of being within the Seoul living area while avoiding regulations is also drawing attention. The pre-sale price has been set at a reasonable level compared to nearby market prices. For 84 square meters of exclusive area, prices start in the low 600 million won range, and the cost for balcony expansion is set at 5 to 6 million won, reducing the actual financial burden for buyers.


The subscription schedule is as follows: special supply on Monday, July 7; first priority on Tuesday, July 8; and second priority on Wednesday, July 9. The winners will be announced on Friday, July 18, and the official contract period will run for three days from Tuesday, July 29 to Thursday, July 31. Applications are open nationwide, and any adult aged 19 or older can apply, even if they are not the head of household, and existing homeowners are also eligible. In addition, units can be resold before move-in.


The complex will be developed as part of the Hangang Cinepolis project in Gochon-eup, Gimpo, Gyeonggi Province, and will consist of nine buildings ranging from two basement levels to a maximum of 25 above-ground floors, with a total of 1,029 units sized between 84 and 99 square meters of exclusive area. The breakdown by unit type is as follows: 619 units of 84㎡A, 120 units of 84㎡B, 194 units of 84㎡C, 48 units of 99㎡A, and 48 units of 99㎡B, offering a variety of options to suit different lifestyles.


A sales representative stated, "The rarity of being a price-capped complex and the reasonable pricing have received a greater-than-expected response from buyers. About 12,000 people visited the model home over three days after it opened, reflecting the high level of interest. Full-scale subscriptions will begin on July 7."


The model home is located in Janggi-dong, Gimpo, and move-in is scheduled for August 2028.
