Incentives Awarded to Public Officials Leading Outstanding Initiatives
On July 2, Yangcheon District in Seoul announced that it had selected a total of four cases, including the "Sinwol7-dong Pathway Park Adjacent Spare Land Parking Lot Project," as outstanding examples of "Active and Innovative Administration in the First Half of 2025."

The district identifies and selects outstanding cases that contribute to improving residents' quality of life and administrative services twice a year, in the first and second halves. Departments and public officials recognized for outstanding cases receive incentives such as cash rewards.
The "Sinwol7-dong Spare Land Parking Lot Project," selected as the best case, utilized a 1,236.4-square-meter privately owned idle lot to create a flat parking lot with 46 spaces. The project was highly praised for resolving chronic parking shortages in residential areas at low cost within a short period of time.
This project succeeded in securing over a year of free land use through continuous persuasion and negotiation with the landowner, who receives a property tax exemption as a benefit. The parking lot operates under a resident-priority parking system, and during off-peak hours, it is converted into a shared parking space.
Among the outstanding cases, the "Yangcheon-Style Senior Center Lunch Assistant Support Project" was selected. Starting this year, the district has provided an additional monthly activity fee of 100,000 won to lunch assistants at senior centers and has eased eligibility requirements from only basic pension recipients aged 65 and older to all district residents aged 60 and above. This project was recognized as a model case for actively ensuring stable meal provision for seniors visiting senior centers and improving the treatment of senior employment positions.
Encouragement awards went to the "One-Stop Large Waste Smart System" and the "AI-Based Autonomous Robot Service in Parks." In addition to these outstanding cases, the district has designated four projects?citizen-experience-based robot delivery service pilot, resident counseling for airport noise-affected areas, road restoration service for vehicle entrances and exits, and the Anyangcheon Resident Participation Garden "Y-Gardening Crew"?as "key tasks for active administration," and plans to manage them to ensure tangible results.
Meanwhile, the district operates various policies to encourage proactive administration among staff, such as the Active and Innovative Administration Mileage System, an Active Administration Indemnity Officer, and a Pre-Consultation System.
Yangcheon District Mayor Lee Gijae stated, "For changes that residents can truly feel to be realized, it is necessary to establish an organizational culture that enables frontline public officials to actively carry out their duties, as well as support measures that boost the pride of officials who pursue active administration. We will do our utmost to provide better administrative services to residents through active and innovative administration."
