Hanam City in Gyeonggi Province, led by Mayor Lee Hyunjae, announced on June 30 that it will begin full-scale towing measures for illegally parked personal mobility devices (PM), such as electric kickboards, starting in July.

The towing targets are personal mobility devices left in areas where parking and stopping are prohibited under the Road Traffic Act. Enforcement will take place on weekdays from 10:00 a.m. to 5:00 p.m.
When a citizen files a report, the city will issue a relocation order to the relevant sharing company. If the company does not comply within one hour, the device will be forcibly towed.
For each towed device, the company must pay a towing fee of 30,000 won per unit, as well as storage fees based on public parking lot standards.
Since the end of May, Hanam City has been preparing for the full implementation of this system through a pilot operation. In anticipation of the official rollout, the city is also hiring additional public officials to strengthen enforcement personnel.
Mayor Lee Hyunjae stated, "Through the pilot operation of towing illegally abandoned electric kickboards, both the pedestrian environment and the orderliness of personal mobility device usage have noticeably improved. Going forward, we will continue to foster a culture of proper use to ensure citizen safety and a pleasant street environment."
