Democratic Party to Provide Additional 30,000 Won for Non-Capital Regions and 50,000 Won for Population-Extinction Areas

On June 30, the Democratic Party of Korea announced plans to increase the amount of consumption coupon support for non-capital regions and rural areas at risk of population extinction in relation to the supplementary budget proposal. Specifically, the party proposed an additional 30,000 won for non-capital regions and 50,000 won for rural areas at risk of population extinction.

The Democratic Party's Policy Committee issued a notice on the direction for reviewing the "Second 2025 Supplementary Budget Proposal" on this day.

According to the government proposal, the government plans to provide 150,000 won per person to all citizens in the first round in July, with 300,000 won for the near-poor and 400,000 won for basic livelihood security recipients. In the second round in August, an additional 100,000 won per person will be provided to 90% of the population, excluding the top 10% income bracket based on health insurance payment records and other criteria.

In this regard, the Democratic Party's Policy Committee explained, "Greater attention and consideration are needed for regional economies facing increasing economic difficulties compared to Seoul and the capital area," and stated, "We will raise the consumption coupon support for non-capital regions and rural areas at risk of population extinction to help restore livelihoods." Accordingly, an additional 30,000 won will be provided for non-capital regions and 50,000 won for rural areas at risk of population extinction.

The party also decided to reduce the financial burden on local governments for the livelihood recovery consumption coupon program. The Policy Committee stated, "We will lower the local government matching ratio (currently 20-30%) for the consumption coupon support program to ease the financial burden on local governments," adding, "Over the past two years, astronomical tax revenue shortfalls have severely impacted local government finances, and continued economic stagnation has further worsened this year's revenue outlook. Therefore, it is essential to reduce the burden on local governments."

Additionally, the party promised to reflect as much as possible the increased funding needs arising from demands at the grassroots level, including raising the unit cost for infant and toddler care fees, expanding the number of recipients for daytime activity services for people with developmental disabilities, and supporting wages for arts instructors in elementary, middle, and high schools.

The party also expressed its intention to complete the ongoing supplementary budget review in a short period of time. A Policy Committee official stated, "Swift passage of the supplementary budget proposal is more urgent than ever," and urged, "We ask the opposition party to actively cooperate in the review so that we do not miss the golden time for livelihood recovery."
