Strengthening Administrative Capabilities as a Leading City in Carbon Neutrality
Nowon District in Seoul has established a "Carbon Neutrality Bureau," becoming the first among Seoul's autonomous districts to do so, in an effort to strengthen its administrative capabilities as a leading city in carbon neutrality.
On June 30, Nowon District announced that it had carried out an organizational restructuring to mark the third anniversary of the 8th popularly elected administration, completely overhauling its existing environmental department system and creating the Carbon Neutrality Bureau. The bureau operates at the district level, led by a director at the fourth-grade level, and key positions such as the bureau director and the head of the Carbon Neutral City Division are open to external experts through an open recruitment system. This measure is intended to ensure strong administrative execution across all areas, in line with Nowon District's selection as the only "leading city for carbon neutrality" in the Seoul metropolitan area.

The district was selected as a leading city for carbon neutrality last year. This year, it established a business plan and intends to launch full-scale projects starting next year. The existing environmental department was placed directly under the deputy mayor, which provided a foundation for developing pioneering policies. With the latest restructuring, the previous structure of one department with seven teams has been expanded to one bureau (the Carbon Neutrality Bureau) with three departments and twelve teams. The Carbon Neutrality Promotion Team has been reorganized into the Carbon Neutral City Division and the Green Environment Division, while the Resource Circulation Division has been incorporated into the Carbon Neutrality Bureau to facilitate organic collaboration.
The organization has also been strengthened to implement smart administration. A new Smart Projects Team has been established to oversee data-driven urban management and the construction of smart facilities. In addition, the existing smart administration functions and CCTV control operations have been separated to improve efficiency.
Changes that residents can directly experience are also underway. The Leisure City Division will expand from the current three teams to five. New teams will be created, including the Adventure Facility Operations Team, which will manage "Jump," an indoor experiential sports facility scheduled to open at the end of the year, and the Leisure Life Support Team, which will oversee new leisure facilities such as riverside cafes. The operation of local attractions for residents, such as "Nowon Dumoolmaru," which opened in January, will also be managed by a new team.

He added, "We will improve the quality of administrative services with a flexible and smart organization that can adapt to the changing administrative environment."
