Final Selection for 38.6 Billion Won "CCUS Promotion Center" Project
Scheduled for Construction in Samcheok Hydrogen Specialized Industrial Complex by 2027
On June 30, Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced that it had been finally selected for the "CCUS Promotion Center Establishment Project," a public contest promoted by the Ministry of Trade, Industry and Energy. CCUS technology refers to Carbon Capture, Utilization, and Storage, and is a core means of achieving carbon neutrality.

The CCUS Promotion Center will be a national institution that, in accordance with laws on carbon dioxide storage and utilization, will be responsible for policy development, market research and analysis, R&D projects, as well as support for startups and business management. A total of 38.6 billion won (20 billion won in national funds, 5.6 billion won in provincial funds, and 13 billion won from Samcheok City) will be invested in building the center within the Hydrogen Specialized Industrial Complex in Gundeok-myeon, Samcheok City.
To attract this project, Gangwon Province formed a consortium with Samcheok City and the Korea Institute of Energy Research, focusing on securing the site, preparing a strategic proposal, and ensuring alignment with government policies. The Korea Institute of Energy Research enhanced the credibility of the project by emphasizing its technical feasibility, based on its extensive experience in CCUS demonstration and industrialization capabilities.
In addition, National Assembly member Lee Cheolgyu (representing Donghae, Taebaek, Samcheok, and Jeongseon) provided strong policy support for the successful bid, including the establishment of the legal basis for the "CCUS Act" and the foundation for the Promotion Center.
The CCUS Promotion Center Establishment Project will be implemented over three years, from 2025 to 2027. The center will be equipped with a carbon dioxide quality assessment system and flow stability evaluation equipment. In addition, it will include a platform for calculating carbon dioxide reduction amounts, customized technical support for companies, and a testing and certification system.
Meanwhile, since officially announcing the climate tech industry as its seventh future industry in March, Gangwon Province has continued to achieve results, following its selection for the Energy Technology Shared University project and now the successful bid for the Promotion Center.
Furthermore, Gangwon Province's "CCU Mega Project" was selected in January as a candidate for a preliminary feasibility study by the Ministry of Science and ICT, and the evaluation is currently underway. If it passes the feasibility study, it is expected to generate synergy with the CCUS Promotion Center.
Governor Kim Jin-tae stated, "Just three months after announcing the climate tech industry as our seventh future industry, we have successfully attracted a national institution, and the climate tech industry ecosystem is being steadily established. This achievement adds significant momentum to the development of Gangwon's climate tech industry, and we will actively pursue efforts to ensure that Gangwon leads the climate tech sector in the future."
