Yoon Hojoong, a five-term senior lawmaker from the Democratic Party who was nominated on June 29 as the first Minister of the Interior and Safety under the Lee Jaemyung administration, is a prominent figure from the 86 generation (university students of the 1980s, born in the 1960s) with a background in the pro-democracy movement. He has previously served as the party's floor leader and acting emergency committee chair, among other key positions.
He entered politics in 1988 as a planning committee member in the Planning and Coordination Office of the Peace Democratic Party. In the 2004 17th general election, he was elected as the Uri Party candidate for Guri, Gyeonggi Province, entering the National Assembly.
Although he lost in the 18th general election, he secured consecutive victories in the 19th through 22nd general elections, becoming a five-term lawmaker.
He is regarded as a core member of the pro-Roh Moo Hyun and pro-Moon Jae In factions, having held key party posts such as spokesperson, head of strategic planning, secretary general, policy committee chair, and floor leader.
During the 19th presidential election, he served as co-head of the policy headquarters for the Moon Jae In campaign, playing a significant role in designing Moon Jae In's pledges. In the 21st general election, as secretary general, he oversaw candidate nominations and contributed to the party's sweeping victory of 180 seats.
After the defeat in the 2022 presidential election and the subsequent resignation of the leadership under Song Younggil, he took over as acting emergency committee chair and led the local elections held that year. However, after a crushing defeat, he stepped down before completing his term.
In the June 3 presidential election, which was held following the impeachment of former President Yoon Suk Yeol, he served as chief campaign manager, overseeing the entire election campaign.
Recognized for his strategic and policy acumen, he has demonstrated negotiation skills by participating as a working-level official in several candidate unification discussions, starting with the opposition three-party joint nominations in the 2010 local elections.
As chair of the Legislation and Judiciary Committee in the 21st National Assembly, he demonstrated decisiveness by swiftly passing key bills such as the Corruption Investigation Office for High-ranking Officials Act, the Three Lease Laws, and the Three Fair Economy Laws.
During his time at Seoul National University, he was active in the student movement, serving as chair of the Committee for the Promotion of University Autonomy.
