On the 29th, President Lee Jaemyung nominated Koo Yoonchul, a distinguished professor in the Department of Economics at Seoul National University, as the candidate for Minister of Economy and Finance.
Koo was born in 1965 and graduated from Youngshin High School in Daegu and the Department of Economics at Seoul National University. He holds a master's degree in public administration from Seoul National University, a master's degree in public policy from the University of Wisconsin in the United States, and a doctorate in business administration from Chung-Ang University.
He entered public service through the 32nd Higher Civil Service Examination and has served as Director General for Policy Coordination at the Ministry of Economy and Finance, Director General for Budget, Second Vice Minister of Economy and Finance, and Chief of the Office for Government Policy Coordination. He later served as a distinguished professor in the Department of Economics at Seoul National University.

During the Roh Moo-hyun administration, he worked as an administrator and later as chief of the National Situation Room at the Presidential Office. Under the Lee Myungbak administration, he served as a senior advisor at the Inter-American Development Bank (IDB).
Koo is regarded as an expert in budget affairs, having served consecutively as Director General for Budget and Second Vice Minister. During the Moon Jaein administration, he oversaw inter-ministerial policy coordination as Chief of the Office for Government Policy Coordination.
