Gyeonggi Province will provide up to 30 million won in "Daily Life Recovery Support Funds" to residents affected by natural disasters. In addition, for cities and counties that do not receive designation as special disaster zones, the province will designate these areas as special support zones and cover 50% of their recovery costs.
On June 27, Gyeonggi Province announced that the "Ordinance on Support for Special Disaster Zones in Gyeonggi Province (Full Amendment)" containing these measures had passed the plenary session of the Gyeonggi Provincial Council.
The Daily Life Recovery Support Fund is a system that provides additional practical recovery expenses to residents who have suffered damage when a special disaster zone is declared due to an extraordinary natural disaster.
For small business owners, the province will provide between 3 million and up to 7 million won depending on the scale of the damage. For agricultural and livestock farmers, the province will additionally cover 20% of the disaster recovery support funds for agricultural and livestock facility restoration as provincial funds. Bereaved families of those who died or went missing will receive 30 million won as consolation money.
In addition, in the event that a special disaster zone is declared due to a social disaster, each displaced person will receive 1 million won in support funds.
Furthermore, Gyeonggi Province will designate cities and counties that have suffered damage exceeding the threshold for national support, but have not been designated as special disaster zones, as special support zones and cover 50% of their recovery costs.
The province plans to promulgate and implement this amended ordinance starting in July, so that it can be applied from this year.
Earlier, on June 19, Gyeonggi Governor Kim Dongyeon held a disaster preparedness inspection meeting at the Gwangmyeong Shinansan Line restoration site. He stated, "For the first time in the country, we will institutionalize the 'Daily Life Recovery Support Fund' and 'Special Support Zones' to support not only the lives and safety of residents but also their recovery in the event of major disasters. We plan to revise the ordinance this month with the cooperation of the provincial council."
Meanwhile, on June 23, Gyeonggi Province and the Gyeonggi Provincial Council jointly held a policy forum in the council's medium conference room under the theme "In the Era of Climate Crisis: Response Strategies and Tasks for Local Governments." The forum was chaired by Councilor Nam Jongseop, who was the lead sponsor of the ordinance amendment.
At the forum, Lee Youngwoong, a research fellow at the Gyeonggi Research Institute, stated in his keynote presentation, "The establishment of special support zones and the institutionalization of the Daily Life Recovery Support Fund represent very meaningful progress," emphasizing that "in the future, the province should build a disaster recovery system centered on residents by linking these systems."
