Proposes Improvements to Standard Labor Cost System

At this meeting, which was attended by the heads of major cities with populations of over 500,000, Mayor Lee officially discussed the plan to hold the regular meeting of the association in the second half of the year in conjunction with the ASPAC General Assembly, a proposal he had first suggested at the New Year's gathering in January.
The "2025 10th UCLG ASPAC Goyang General Assembly," scheduled to take place at KINTEX from September 24 to 26, marks the first time in ten years that a World Organization of United Cities and Local Governments meeting will be held in Korea. Under the theme "Sustainable Global Self-Sufficient Cities and Regions for the Future," representatives of local governments from around the world will gather to explore strategies for urban development and sustainable growth.
Goyang Special City plans to hold the regular meeting of the Korea Association of Mayors of Major Cities at KINTEX during the ASPAC General Assembly period. The city also intends to encourage participation from member city mayors and local residents by linking this event with visits to the World City Tech Expo, which will be held during the same period.
Meanwhile, as an agenda item for the central government, Mayor Lee raised concerns regarding the standard labor cost system, which serves as the basis for flexible organizational management.
Mayor Lee stated, "The government's policy of freezing standard staffing levels and the imposition of penalties on general grants for exceeding standard labor costs are creating serious constraints on local governments' personnel management and their ability to respond to administrative demands." He requested, "We ask the association to prepare improvement measures, such as abolishing the penalty system and expanding the scope of autonomous management, and to strongly recommend these to the central government."
