Calls for Improvement of Public Service Employees' Working Conditions Through Five-Minute Speech

On June 25, Hyungmi Kim, a member of the Gwangju Seo-gu Council, called for securing funds for severance pay and improving working conditions for public service employees during a five-minute speech at the 3rd plenary session of the 1st regular meeting of the 331st session.

Kim stated, "At Seo-gu District Office, severance pay for public service employees has been managed by recording it as a provision for liabilities, and then paying it out of the following year's budget when an actual retirement occurs. While this approach has not caused any major issues on the surface, it is structurally unstable and has limitations in securing long-term funding."


She further pointed out, "Public service employees do not receive clear legal job security, and both their salaries and severance pay are managed separately from those of local government officials. It is now necessary to establish a new system that considers the protection of public service employees' rights and interests, the boosting of morale, and the sustainability of finances together."


Accordingly, Hyungmi Kim proposed several measures: establishing a severance pay reserve fund for public service employees to ensure stable funding; standardizing welfare systems to improve fairness and satisfaction; and building a structure for continuous communication through negotiations with labor unions and the organization of forums.
