Ha Jungwoo AI Chief: "Public AX Will Be the Starting Point for Korea to Become a Top Three AI Powerhouse"

Ministry of the Interior and Safety Holds 8th Electronic Government Day Ceremony
"Public AX... An Important Catalyst for National AX"

Ha Jungwoo, Chief of AI Future Planning at the Presidential Office, attended the Electronic Government Day ceremony on June 25 and stated, "Korea's public AX (AI Transformation) will serve as the starting point for achieving the goal of becoming one of the world's top three AI powerhouses."


The Ministry of the Interior and Safety held the 8th Electronic Government Day commemorative event at the Government Sejong Convention Center that afternoon to explore the direction of public sector AX. This event also served as the '2025 1st Chief Information Officer (CIO) Council,' and Chief Ha attended to emphasize the importance of public sector AX in Korea's leap toward becoming a top three AI powerhouse.

In his congratulatory remarks, Chief Ha said, "AI-leading countries such as the United States, the United Kingdom, and China are driving the growth of the AI industry through public AX," and added, "Public AX will play an important priming role for national AX." He further stressed, "Korea's public AX will contribute to fostering related industries, fundamentally transform the administrative paradigm based on AI, and serve as the starting point for Korea's rise as a global AI powerhouse."


He particularly urged, "With the Chief AI Officer (CAIO) at the center, please lead the realization of an AI-innovative government by providing personalized services before citizens even request them, and by completely transforming the way public officials work."


During the first part of the ceremony, more than 200 participants?including Chief Information Officers, public officials, business representatives, and citizens?attended a seminar to discuss the direction of public AX utilizing AI and digital technologies. Moon Myeongjae, Co-Chair of the Public Data Strategy Committee, who delivered the keynote presentation, emphasized, "Public AX can only be achieved by fully redesigning administrative processes and public services through the adoption of AI technology and the 'AI by Design' approach."


In the second part, a public AX panel discussion chaired by Song Seokhyun, President of the Korea Digital Government Society, participants shared international public AX case studies under the theme of the future direction of public sector AI services.


Kim Minjae, Acting Minister of the Ministry of the Interior and Safety, stated, "If the government's AI transformation is achieved, it will lay the foundation for Korea to become one of the world's top three AI powerhouses," and added, "We will strive to realize an AI government that enriches the lives of our citizens, building on the experience of our digital government recognized worldwide."


Meanwhile, a special exhibition of AI and digital technology services for public sector IT personnel was organized at the event in collaboration with the Korea Digital Government Association. Naver Cloud showcased the application of its Korean-specialized LLM model, HyperCLOVA X, to Bank of Korea operations, while LG CNS introduced its proprietary generative AI business intelligence platform. In addition, innovative services developed with domestic technology were presented to attendees, such as a GPU server developed in Korea, an AI system that analyzes 119 emergency calls to support rapid decision-making, and a service that analyzes traffic on administrative service application websites to prevent overload.
