On June 25, HwaU Law Firm announced the launch of its new "Regulatory Reform Solution Team," a practical, dedicated organization established to proactively respond to the regulatory reform policies of the Lee Jaemyung administration.

The establishment of this team aims to systematically diagnose the regulatory risks faced by companies and to provide customized strategies that also consider connections with the government, the National Assembly, and civil society.


The government has recently accelerated its regulatory reform initiatives. Since the beginning of his administration, President Lee has emphasized "revitalizing the real economy" and "promoting new industries," making regulatory innovation a core national policy direction. The National Planning Committee has established a "Regulatory Reform Task Force (TF)," and each government ministry is expediting the process of overhauling regulations that generate public complaints, hinder industry, or create legal uncertainties for businesses.


The Ministry of Science and ICT is discussing the introduction of grace and guidance periods, particularly focusing on AI industry regulations. In addition, efforts are underway to abolish reauthorization requirements in broadcasting, telecommunications, and digital sectors, and to reform corporate governance in line with amendments to the Commercial Act. The Ministry of Employment and Labor plans to introduce amendments to the Trade Union Act and to enact legislation supporting the reduction of actual working hours. In the energy sector, there are signs that entry barriers are being lowered through the easing of licensing requirements for renewable energy and the expansion of transmission networks. As the scope of regulatory reform expands in all directions, individual companies are finding it increasingly difficult to keep pace with regulatory changes and respond proactively, which underscores the growing need for a comprehensive response system.


Through the launch of the "Regulatory Reform Solution Team," HwaU plans to provide multi-dimensional analysis of regulatory reform trends and deliver tailored strategic consulting for companies. The team will comprehensively assess legislative trends in the National Assembly and government, changes in administrative policies at central and local government levels, regulatory demand analyses by industry, and the issue-raising trends of civic groups and the media. Based on these assessments, the team will propose practical response strategies tailored to each company's industry characteristics and risk profile. The goal is to provide company executives and legal teams with prompt and effective advice on regulatory risks.


The HwaU Regulatory Reform Solution Team has assembled dedicated personnel to meet client needs, leveraging its experience operating the GRC Center and the Environmental Regulation Response Center to precisely analyze industry characteristics and sensitive issues. Partner attorneys specializing in finance (Attorney Joo Minseok), fair trade (Attorney Kim Chiyeol), taxation (Attorney Heo Siwon), employment and labor (Attorney Park Samgeun), construction, transportation, and environment (Attorney Kim Sungho), and defense industry (Attorney Kim Geunho) will act as project managers for each area and take responsibility for substantive work.


Additionally, under the leadership of Senior Advisor Park Kwangon, the team includes Senior Advisor Choi Jongmoon (former Vice Minister of Foreign Affairs), Senior Advisor Park Jangho (former Secretary General of the Prime Minister's Office), Senior Advisor Byun Kyungseok (former central government official), Senior Advisor Cho Yongtae (former central government official), Senior Advisor Park Jaehyun (former Editor-in-Chief of Maeil Business Newspaper), Senior Advisor Yoon Youngho (former senior reporter at Dong-A Ilbo), Managing Partner Cho Sungwook, Managing Partner Lee Mingul, and Managing Partner Lee Donggeun. These experts from the National Assembly, government ministries, judiciary, and media will work as one team to provide client services.


Hong Jungseok, Director of the GRC Center and the planner of the team’s formation, stated, "In times like these, when the pace of regulatory change is accelerating, it is even more essential for companies to establish and implement tailored strategies that interpret regulatory reform trends in an integrated way and leverage them from the company’s perspective, rather than merely responding passively." He added, "HwaU will continue to expand legal services that combine policy analysis and management consulting."
