Konan Technology, a company specializing in artificial intelligence (AI) software, announced on June 25 that it has been awarded the contract for the "Gyeonggi Generative AI Platform Construction Project," with a total project cost of approximately 13.1 billion KRW.
The project will run for about 11 months, with a total of five companies participating as joint contractors, including MT Data, KT, Konan Technology, and Daishin Information & Communications. The goal is to drive administrative innovation and accelerate digital transformation across Gyeonggi Province. Konan Technology will be responsible for building an on-premises LLM that meets Gyeonggi Province's security policies. Additionally, the company will develop a legal-specialized LLM for Gyeonggi Province, AI agents for administrative litigation and legislation, and an intelligent search service based on generative AI.
The project will improve service efficiency by introducing a multilingual model based on a high-availability GPU infrastructure, and will establish a performance evaluation and model management system based on LLMops. It will also create a sustainable AI utilization environment for overall administration through generative AI reliability certification, literacy training for public officials, and a foundation for interdepartmental collaboration.
Gyeonggi Province expects not only to improve the efficiency of provincial administration, but also to strengthen its capacity for AI-based proactive policy responses and statistical analysis. Through the systematic adoption of generative AI, the province aims to automate administrative processes, enhance the capabilities of public officials, prevent redundant projects, and establish an accurate decision-making system based on high-quality data. The integrated platform is also expected to improve both residents' access to information and the efficiency of administrative operations.
Kim Youngseom, CEO of Konan Technology, stated, "It is meaningful to participate in the Gyeonggi Generative AI Platform Construction Project," adding, "We will contribute to substantially improving the efficiency of public administration and innovating resident-tailored services."
Konan Technology is driving digital transformation in the public sector with its generative AI services. Its proprietary generative language model, "Konan LLM," is boosting productivity not only in major public institutions such as Korea South-East Power, Korea Midland Power, the Ministry of National Defense, the Ministry of the Interior and Safety, the National Assembly Secretariat, and Incheon International Airport Corporation, but also in the private sector, including Hanwha General Insurance, Shinhan Life, KB Securities, and Jeju Air.
The company also plans to participate in the "Independent AI Foundation Model" project, a state-led large-scale AI development initiative. By releasing its proprietary model as open source, Konan Technology aims to contribute to the realization of "AI for Everyone." Last year, the Korean-made foundation model was listed in the Stanford University Ecosystem Graph. In April of this year, the company introduced "Konan LLM ENT-11," Korea's only integrated reasoning model, which demonstrated superior reasoning performance compared to DeepSeek R1.
