Gyeonggi Province is working to establish a fair system for levying management fees in collective buildings such as officetels, knowledge industry centers, and commercial properties by preparing a 'draft standard management fee bill for collective buildings.'
This measure aims to improve the current management fee system, in which fee items and calculation methods differ by usage and size, in order to minimize disputes between residents and management entities.
Unlike apartment complexes, collective buildings lack clear legal standards for management fees, and there have been ongoing calls for unified criteria. However, because collective buildings vary widely in terms of use, size, and operational methods, it has been difficult to establish common standards, leaving the matter largely to private autonomy until now.
Gyeonggi Province plans to have the draft standard management fee bill undergo an initial review by private sector experts.
The advisory meeting will be attended by seven private experts, including certified public accountants, lawyers, and housing managers, who will focus on discussing the components and standards of the draft bill prepared by Gyeonggi Province, as well as its practical applicability.
Based on the expert opinions presented at the advisory meeting, Gyeonggi Province will further refine the draft bill. The province then plans to gather feedback from related organizations, including cities and counties, before finalizing the bill and establishing a management fee system for collective buildings.
In addition, Gyeonggi Province is pursuing various support policies as part of four major improvement measures for collective building management, including a pilot project to support management body meetings, implementation of collective building accounting audits, and expansion of the legal education program for collective buildings in Gyeonggi Province.
Park Jonggeun, head of the Architectural Policy Division of Gyeonggi Province, stated, "Once the draft standard management fee bill is established, confusion over management fees in collective buildings will be reduced and trust between residents and management entities will be greatly restored. We will continue to actively seek rational improvements to the collective building management system going forward."
