The ordinance amendment to the “Gwangju Seo-gu Council Local Public Officials’ Service Regulations,” proposed by Kim Kyunho, Chair of the Planning and General Affairs Committee of the Gwangju Seo-gu Council, during the 331st 1st regular session, was passed in its original form on June 20, 2025. With this, the service standards and leave policies for local public officials will be further expanded, focusing more on employee welfare, including work-life balance.
The revised “Seo-gu Local Public Officials’ Service Regulations Partial Amendment Ordinance” includes the following: recognition of overtime work on days when childcare time is used; expansion of special leave (for those engaged in heavy workloads and for family-friendly purposes, among others); and granting 20 days of congratulatory and condolence leave for spousal childbirth (25 days in the case of multiple births at once). These changes broaden the standards for service and leave for local public officials.
Kim stated, “I hope that this amendment to the service ordinance will have at least a small positive impact on improving the working environment and satisfaction of our employees.” He added, “Nevertheless, there are still many areas that need to be improved and supplemented, such as protection for proactive public officials and the duty roster system.”
He further commented, “If the job satisfaction of public officials who provide administrative services at the closest level increases, this will ultimately lead to the promotion of welfare for district residents.”
