Project Profitability Improved Through Relaxed Floor Area Ratio
Three Moa Housing Complexes Planned in Chang 3-dong
Hwarang Housing in Oryudong, Guro-gu, Seoul, designated as the beneficiary of Regulatory Reform No. 33, will be redeveloped into three apartment buildings with up to 16 floors. In Chang 3-dong, Dobong-gu, over 1,200 apartment units will be supplied through the Moa Town project.
On June 23, Seoul City announced that it had convened the Subcommittee for Integrated Review of Small-Scale Housing Maintenance and approved the integrated review for two projects: the small-scale reconstruction (Hwarang Housing) in the area of 108-1 Oryudong, Guro-gu, and one other project.

The projects that passed this integrated review are: △ the small-scale reconstruction (Hwarang Housing) in the area of 108-1 Oryudong, Guro-gu, and △ the Moa Town in the area of 501-13, Chang 3-dong, Dobong-gu.
In the small-scale reconstruction site at 108-1 Oryudong (Hwarang Housing), three apartment buildings with a total of 167 units and auxiliary welfare facilities will be constructed. Hwarang Housing is the first beneficiary of Regulatory Reform No. 33 announced by Seoul City. Regulatory Reform No. 33 mainly involves providing additional floor area ratio (FAR) for small-scale buildings in Type 2 and Type 3 general residential zones for three years.
Previously, Hwarang Housing faced criticism due to the limitations of being in a Type 2 general residential zone with buildings under seven floors, which resulted in a low proportional ratio and high estimated contributions, increasing the burden on residents. With this regulatory relaxation, the legal maximum FAR has increased from 200% to 245%, significantly improving the project's profitability by increasing the number of general sale units. Seoul City plans to complete the revised project implementation plan for the site next month and aims to complete resident relocation in the second half of this year.
In the area of 501-13, Chang 3-dong, Dobong-gu, three Moa Housing complexes are planned, with a total supply of 1,271 units. This area was selected as a Moa Town site because it is densely populated with old and substandard buildings, and semi-basement homes account for 60.9% of the housing stock.
Additionally, to address narrow roads and parking shortages, the road width will be expanded from the current 6-10 meters to 9-13 meters, and traffic and pedestrian systems will be improved by separating sidewalks from roadways. Reflecting the site's proximity to the banks of the Uicheon Stream, new pedestrian paths harmonizing with the waterfront space have also been established.
The site is located across the Uicheon Stream from the pilot Moa Town project in Beondong, Gangbuk, and a public redevelopment project is underway in the nearby area of 470 Chang-dong. This is expected to improve the residential environment through the expansion of maintenance infrastructure in the future.
Choi Jinseok, Director of Housing for Seoul City, stated, "Hwarang Housing is the first success case of Regulatory Reform No. 33, providing a practical breakthrough for small-scale reconstruction projects with low profitability due to the construction market downturn and rising material costs. We will continue to actively support small-scale maintenance projects, such as for aging villas, so they can be transformed into high-quality residential complexes."
