Gyeonggi Province Utilizes Big Data Analysis System
to Investigate Suspected Unfair Trading Companies

Gyeonggi Province announced on June 24 that it is promoting efficient investigations into the operation of unfair trading companies (paper companies) by utilizing its big data analysis system (Gyeonggi Data Analysis Portal).

The big data analysis system (Gyeonggi Data Analysis Portal) selects companies suspected of unfair trading by analyzing factors such as the number of administrative violations by construction companies, data on companies suspected of violations provided by the Ministry of Land, Infrastructure and Transport, construction contract records (sales fluctuations), and notifications in the construction project register.


This measure aims to increase the success rate of the investigation by prioritizing the selection of companies with a high likelihood of violations, given the reality that it is not possible to investigate all 20,000 construction companies in the province.


Starting with a pilot investigation of 137 general construction companies, the big data analysis system selected 559 companies, including specialized construction firms, as priority targets for on-site inspections over a five-year period until 2024. Among these, the province identified 149 actual unfair trading companies and took administrative measures such as revoking their registrations.


The results of these investigations are reflected in the "City and County Comprehensive Evaluation," a key policy indicator for provincial administration, encouraging cities and counties to actively manage construction companies and providing opportunities for restructuring to poorly performing construction firms.


The Construction Policy Division of Gyeonggi Province plans to further enhance the functions of the big data analysis system to prevent duplicate inspections and allow investigation deferrals for previously inspected companies. The province will also continue to advance and stabilize the real-time analysis system for the construction industry.


Kang Seongsup, Director of the Gyeonggi Province Construction Bureau, stated, "Refining the Gyeonggi-style big data analysis model for the construction industry and utilizing the analysis system are essential processes for strengthening and developing the construction industry environment. We will ensure that the information accumulated through field investigations is used to further advance the analysis model."
