Gyeonggi Province has decided to increase the effectiveness of the 'Apartment Inter-floor Noise Management Committee' system by making activity and meeting allowances more realistic, and by including the establishment of such committees as an evaluation criterion for 'Exemplary Management Complexes.'
The revised 'Multi-family Housing Management Act,' which took effect in October last year, requires apartment complexes with 700 or more households to establish an Inter-floor Noise Management Committee, consisting of members from the residents' representative council, community activation group nominees, and the management office director.
However, as of April this year, only 1,109 out of 1,507 apartment complexes with 700 or more households in the province had established such committees, accounting for just 74% of the total.
In response, Gyeonggi Province is pursuing various measures to enhance the effectiveness of the Inter-floor Noise Management Committee system.
First, the province will introduce a new activity allowance for committee members and abolish the upper limit on meeting allowances. The dispute mediation procedures of the committee will also be specified in more detail. To this end, Gyeonggi Province plans to amend the 'Gyeonggi Province Multi-family Housing Management Regulations Guidelines' by early next year.
Additionally, in accordance with the current 'Multi-family Housing Management Act,' the province plans to improve the definition of the entity responsible for forming the Inter-floor Noise Management Committee from 'residents, etc.' to the 'residents' representative council,' thereby strengthening accountability for committee formation. To encourage voluntary participation, the province will also submit a proposal to the Ministry of Land, Infrastructure and Transport in July to include the establishment of such committees as an evaluation criterion for selecting 'Exemplary Management Complexes.'
Furthermore, starting in July, Gyeonggi Province will provide consultations on the methods of forming and operating the committees, as well as on dispute mediation procedures, to promote the voluntary establishment of Inter-floor Noise Management Committees in apartment complexes.
Previously, last month, Gyeonggi Province expanded the scope of its 'Gyeonggi Province Multi-family Housing Management Support Advisory Group' from five areas to seven, adding inter-floor noise and community activation as new fields.
Hong Ilyoung, Director of the Multi-family Housing Division at Gyeonggi Province, stated, "The Inter-floor Noise Management Committee is a resident autonomy-based system that helps residents resolve inter-floor noise issues within apartment complexes on their own. We will actively encourage the establishment of committees and the smooth completion of training in all complexes subject to mandatory management, and support the practical operation of autonomous dispute mediation functions on site."
