The ordinance on the shared use of public vehicles in Gwangju Seo-gu, proposed by Council Member Omiseop, passed the standing committee review held on June 20.
According to the Seo-gu Council on June 23, this ordinance was established to improve residents' mobility and promote the efficient use of public resources by providing idle public vehicles belonging to Seo-gu, which are not used for official duties on Saturdays and public holidays, free of charge to local residents.
Eligible users include residents registered in Seo-gu who are basic livelihood security recipients, those in the next-lowest income bracket, members of single-parent, multicultural, or North Korean defector families, as well as multi-child families raising two or more children. Only residents aged 26 or older with a valid driver's license are permitted to drive the vehicles.
The ordinance specifies detailed standards necessary for the operation of shared vehicles, including the application procedure for vehicle use, driver qualification requirements, scope of responsibility in case of an accident, personal information protection, and procedures for usage restrictions and appeals. It also stipulates that the head of Seo-gu District Office must establish a safe and fair usage system based on these standards.
Council Member Omiseop stated, "Sharing public vehicles is not merely about providing convenience, but marks the beginning of realizing a new social value by sharing community resources." He added, "We will continue to incorporate on-site feedback and strengthen the institutional foundation to ensure effective shared administration."
The ordinance is scheduled to take effect on October 1, following administrative preparations such as establishing an operating system for resident applications.
