Focus on Public Welfare Support for Small Business Owners, Enterprises, and Transportation
Gimpo City in Gyeonggi Province (Mayor Kim Byungsoo) announced on the 23rd that it had finalized the second supplementary budget for 2025, totaling 1.7357 trillion won, on June 19.
This supplementary budget has increased by 62.8 billion won compared to the first supplementary budget for this year (1.6729 trillion won). It is primarily allocated to areas with high public impact, such as support for small business owners and vulnerable groups, enhancement of resident convenience, expansion of transportation and road infrastructure, and the development of cultural and sports facilities.
In particular, of the 46.2 billion won increase in the general account, 39.4 billion won, or 85.3%, has been allocated to livelihood support projects. The city focused on alleviating the financial burden on citizens caused by worsening economic conditions and on laying the groundwork for the development of a city with a population of 700,000.
To support businesses and small business owners struggling due to the economic downturn, the budget includes: ▲ 1.5 billion won for SME development funds ▲ 1 billion won for special guarantees for small business owners ▲ 395 million won for contributions to the Gyeonggi-do SME Development Fund ▲ 15 million won for environmental improvement of the Gimpo Five-Day Market.
To strengthen support for vulnerable groups such as the elderly and people with disabilities, the budget includes: ▲ 321.54 million won for additional support for disability activity assistance benefits ▲ 159.5 million won for support of privately operated residential facilities for people with disabilities ▲ 144.35 million won for the Youth Tomorrow Savings Account (for those below the second-lowest income bracket) ▲ 100 million won for senior center environment improvement projects.
For strengthening the urban safety net and expanding infrastructure, the budget includes: ▲ 6.02 billion won in transfers from the special sewerage account for BTO and BTL operation and pre-investment in sewerage projects ▲ 983 million won for defect repairs on the Janggi Underpass soundproof tunnel ▲ 300 million won for maintenance of local rivers.
In the transportation and road sector, to improve citizen mobility, the budget includes: ▲ 11.28058 billion won in transfers from the special urban railway project account for the operation and facility improvement of the Gimpo Gold Line ▲ 10.5 billion won for the grade separation project at the Yangchon Industrial Complex Interchange on Local Route 84, scheduled for completion in June 2025 ▲ 200 million won for the construction of a school road for Unyang Elementary and Middle School.
To expand sports and cultural infrastructure, the budget includes: ▲ 1.66 billion won for the construction of a park golf course at Solte Sports Park ▲ 540 million won for the construction of the Gochon Singok Soccer Field ▲ 270 million won for the remodeling of Jungbong Library.
Additionally, to improve facilities in the relatively underdeveloped northern towns and villages, the budget includes: ▲ 60 million won for waterway and farm road maintenance in Dongulsan-ri, Tongjin-eup ▲ 70 million won for repaving the industrial complex in Sangma-ri, Daegot-myeon ▲ 155 million won for stormwater pipe installation in the flood-prone area of Gomak-ri, Wolgot-myeon ▲ 115 million won for drainage maintenance in Siam-ri, Haseong-myeon.
Mayor Kim Byungsoo stated, "This supplementary budget is centered on measures to stabilize the livelihoods of citizens and small business owners amid high inflation and an economic slowdown. It also balances improvements in the transportation environment and the expansion of local infrastructure. We will drive changes that citizens can truly feel and thoroughly prepare for the future of Gimpo as a city of 700,000 people."
