Collaboration in the Era of AI Transformation
Reducing Labor Costs and Providing Inmates with Social Experience
The National Archives of the Ministry of the Interior and Safety and the Correctional Headquarters of the Ministry of Justice are joining forces in the era of artificial intelligence (AI) to digitize paper records. In this project, inmates at correctional facilities participate in the digitization process, allowing the institutions to reduce labor costs while providing inmates with the opportunity to gain experience contributing to public projects.
The National Archives proposed this collaboration to the Correctional Headquarters of the Ministry of Justice in April. Both organizations discussed the proposal and announced on the 23rd that they launched a pilot project starting on the 2nd of this month.

For this pilot project, approximately 10,000 publicly accessible publications were selected as the target records. Ten exemplary female inmates at Seoul Eastern Detention Center are currently participating in the digitization process. The digitized records are being converted from paper into formats that AI can learn from. As a result, records produced in the past can now be utilized through AI.
In addition, the National Archives has recently been working to expand its workforce and budget for records digitization. Through this pilot project, the organization expects to reduce costs by lowering labor expenses compared to previous projects.
Lee Hongyeon, Director of Correctional Policy at the Ministry of Justice, stated, "The records digitization project is not merely simple labor, but provides inmates with meaningful vocational training opportunities. This can contribute to their rehabilitation and reintegration into society, as well as help prevent recidivism."
Lee Yongcheol, Director of the National Archives, commented, "During this era of AI-driven digital transformation, expanding the digitization of records is a common challenge faced by countries around the world. It is significant that both organizations are collaborating on a pilot project to realize public interest and public purpose."
