Significant Expansion of Lower-Ranking Promotions
Boosting Organizational Vitality and Civil Servant Morale Expected
On June 20, Gimcheon City in Gyeongbuk held a personnel committee meeting and announced the promotion of a total of 75 employees, from grade 5 to grade 8, through the '2025 Second Half Regular Personnel Appointments.'
This round of appointments is notable for significantly expanding promotions among lower-ranking employees, in line with the eighth popularly elected administration's philosophy of 'fair and transparent personnel management.' The city aimed to boost motivation and vitality within the organization through these measures.
A total of four employees were promoted to grade 5, all recognized for their expertise and experience in their respective fields. The promoted individuals are: Haesoo Kang (General Affairs and Saemaeul Department, Administration), Yonghyun Jung (Taxation Department, Tax), Kyungmin Kim (Guseong-myeon, Social Welfare), and Jaeha Lee (Construction and Urban Department, Facilities).
Eight employees were promoted to grade 6. The list includes: Hyunju Kim (Job and Economy Department, Administration), Jiyeong Yeo (Open Civil Affairs Department, Administration), Eunkyung Oh (Integrity Audit Office, Administration), Jinyoung Lee (Taxation Department, Tax), Yoonjung Choi (Agricultural Policy Department, Agriculture), Chanam Kim (Health Promotion Department, Health), Sunhee Choi (Architectural Design Department, Facilities), and Gapdong Lee (Jirye-myeon, Driving). These individuals are recognized for both their practical skills and loyalty to the organization.
Notably, promotions to grade 7 (26 employees) and grade 8 (37 employees) accounted for 84% of the total, boldly expanding promotion opportunities for lower-ranking civil servants. This reflects a recent trend of generational change within the organization and a strengthened focus on practical, field-oriented personnel policies.
Among the grade 7 promotees, 10 are from the administrative track, including Hyejeong Kim (Taxation Department), Kyungha Moon (General Affairs and Saemaeul Department), and Mingyu Park (Traffic Administration Department). Six employees from the facilities track were promoted, with promotions distributed evenly across departments. In addition, employees recognized for their expertise and dedication in health, social welfare, nursing, environment, and disaster safety were also promoted.
For grade 8, a total of 37 employees were promoted, including 13 from the administrative track, 10 from facilities, and 4 from health. These promotions are expected to strengthen the organization's practical foundation and enhance field-oriented administrative services.
Gimcheon Mayor Bae Nakho stated, "We will establish a fair organizational culture where employees who work hard are recognized, by upholding a principle of ability- and performance-based personnel management," and added, "I hope this round of promotions will inject new vitality and morale into the organization."
Gimcheon City plans to continue strengthening its practical, field-oriented organizational structure based on ability-based personnel principles and transparent procedures.
