Ministry of SMEs and Startups Supports Introduction of Digital MRV for Carbon Emission Calculation

Recruitment of SMEs for the 2025 Digital-Based Automated MRV Solution Distribution Project

The Ministry of SMEs and Startups announced on June 18 that it is recruiting companies to participate in the 2025 digital-based automated MRV solution distribution project until July 24.


MRV stands for Measurement, Reporting, and Verification of carbon emissions. It is a core competency that small and medium-sized enterprises (SMEs) must possess to respond to international carbon regulations such as the Carbon Border Adjustment Mechanism (CBAM), product carbon footprint, and life-cycle greenhouse gas emissions assessment.

This project is being launched for the first time this year to help SMEs, which often lack dedicated organizations and specialized personnel, independently respond to highly specialized carbon regulations in preparation for the full implementation of CBAM scheduled for 2026.


Through this project, the following will be comprehensively provided: ▲ software (SW) that calculates carbon emissions based on energy usage; ▲ hardware (HW) such as energy usage meters and data communication equipment for each process and facility; ▲ verification by specialized institutions to ensure the reliability of emission calculations.


SMEs that directly or indirectly export CBAM-targeted items to the European Union (EU) can form a consortium with SMEs that provide automated MRV solutions and apply for the project.
