The need to revise protection systems for school violence victims in the Jeonnam region was raised at the Jeollanamdo Provincial Council.


Kim Mikyung, a proportional representative of the Justice Party and a member of the Jeollanamdo Provincial Council, called for practical solutions to the "school violence issue" during the recent review of the 2024 fiscal year settlement and reserve fund expenditure approval for the Jeollanamdo Education Special Account.


Kim pointed out, "According to statistics, it appears that school violence cases are being resolved well at schools, but in reality, many victims are not adequately protected."


She continued, "It is repeatedly the victims, rather than the perpetrators, who end up leaving the school," and emphasized, "In particular, the structural problem of failing to properly separate perpetrators and victims must be urgently addressed."


Kim also raised the issue of the highly restrictive transfer policies at specialized high schools before and after school violence incidents.


She added, "There are unreasonable situations where victims at specialized high schools have to transfer to distant schools," and stated, "Institutional alternatives should be established so that students at specialized high schools can transfer to general high schools if necessary."


In response, Hwang Seokhwan, Deputy Superintendent of Jeollanamdo, said, "We will continue to strengthen management and supervision to ensure that the perspectives of victims are sufficiently reflected, even in cases where school violence incidents are closed internally."
