Additional Support for Socially Vulnerable Groups
Review of Projects Promoted by Yoon Administration to Secure Funding
On June 17, the Democratic Party announced its intention to swiftly process the supplementary budget bill, which includes the livelihood recovery support fund, as well as the amendment to the Commercial Act.
At the floor strategy meeting held at the National Assembly that day, Acting Leader Kim stated, "Our first priority is to address the issues that affect people's daily lives. The effectiveness of measures to boost consumption and domestic demand has already been proven, and we will meticulously prepare and promptly implement a supplementary budget in the form of a livelihood recovery support fund that people can directly feel."
Regarding capital market issues, he pledged, "The amendment to the Commercial Act is the starting point for establishing a fair market order and ushering in the KOSPI 5000 era, so we will ensure it is processed quickly." He also emphasized, "We will revive the livelihood-related bills that have been blocked by President Yoon Suk Yeol's repeated use of the veto."

He stressed the party’s commitment to the principle of universal payment for the livelihood recovery support fund. Policy Committee Chairperson Jin Sungjoon explained, "In February, the Democratic Party proposed a plan to provide additional support to basic livelihood security recipients and the near-poor, our society's vulnerable groups, under the principle of universal payment." He continued, "The Special Act on Overcoming the Livelihood Crisis, which was proposed as a party platform in May last year, also specified additional support based on income level under the universal payment principle, and we will discuss the size, target, and method of the supplementary budget according to the same principle this time."
Jin added, "To process the supplementary budget bill quickly, the National Assembly must be prepared, and above all, the Special Committee on Budget and Accounts, whose term has expired, must be formed." He requested, "I hope the composition of the National Assembly will be completed at the plenary session on June 19 so that the Assembly can review the supplementary budget bill as soon as the government submits it."
He explained that the Democratic Party would review projects promoted by the Yoon Suk Yeol administration to secure funding for the supplementary budget. Deputy Floor Policy Chief Huh Young emphasized, "Expenditure restructuring should be the priority for securing funds," and added, "We will boldly restructure the budgets for the core state projects of the dismissed government to minimize the issuance of government bonds."
After the meeting, Floor Spokesperson Kim Hyunjung told reporters regarding the party-government consultations on the supplementary budget, "The party and the government have been holding working-level consultations behind closed doors, and will continue discussions until the Cabinet meeting on June 19." She added, "Our party's principle is to provide robust additional support according to income level under the framework of universal support."
The Democratic Party urged cooperation for the confirmation of Kim Minseok as Prime Minister, criticizing the opposition's various allegations and requests for family witnesses as attempts to hinder state affairs. Deputy Floor Communication Chief Park Sanghyuk stated at the meeting, "The People Power Party should not forget that the current state affairs vacuum originated from illegal martial law and insurrection," and appealed, "Please cooperate in forming the Cabinet and stabilizing state affairs to shed the label of being a 'pro-Yoon party' and demonstrate sincerity."
