From AlimTalk Notifications to Targeted Collections... Hanam City Presents an Innovative Model for Delinquency Response

Hanam City has been selected as the "Local Tax Official of the Month" in the June issue of Hanam City was recognized as an outstanding institution for four consecutive years, from 2022 to 2025, in Gyeonggi Province's local tax delinquency management evaluation. In particular, the city ranked first in both the special collection performance evaluation for the first half of 2024 and the annual comprehensive evaluation, earning the grand prize.
These achievements are the result of consistently implementing effective collection strategies, including systematic delinquency analysis, targeted responses to large-scale and habitual delinquents, and the introduction of new collection techniques. The city demonstrated its local tax administration capabilities by resolving approximately 40% of its carried-over delinquent taxes.
Notably, Hanam City became the first in the nation to introduce a hidden asset tracking system utilizing financial transaction information. The city conducted detailed analyses of concealed bank accounts and fund flows of high-income delinquents, and based on these findings, achieved tangible collection results through measures such as the seizure of movable property at actual residences and fraudulent conveyance lawsuits.
In addition, Hanam City is proactively addressing chronic delinquency issues by tracing corporate fund flows based on financial information and seizing related accounts.
Hanam City is also leading the digital transformation of tax administration. It was the first in Gyeonggi Province to introduce the KakaoTalk "Delinquency Notification AlimTalk," pioneering a mobile-centered, contactless tax administration environment. After a pilot operation in 2023, the system was fully implemented last year. Starting this year, the scope of notifications has expanded to include local tax refund guidance and advance notice of vehicle seizures.
Furthermore, the city is uncovering previously missed tax sources by seizing rental claims for unjust enrichment and is overcoming the limitations of traditional collection methods by introducing targeted collection techniques based on credit information and primary banks.
This issue of the publication also introduces Hanam's major attractions, including Misa Lake Park, Geomdan Mountain, Hanam Union Park & Tower, and Iseong Fortress, highlighting the city's appeal as a place where nature and culture coexist.
Seowon Sook, head of the Tax Source Management Division, stated, "This selection is the result of our efforts to protect taxpayers' rights and realize trustworthy tax administration amid a changing tax environment," adding, "We will continue to develop Hanam City's highly effective collection techniques and lead innovation in local tax administration."
