Incheon City Breaks Ground on New City Hall, Creating an Integrated Administrative and Cultural Complex

15 Floors Above Ground, Scheduled for Completion in December 2028

Incheon City has begun construction of a new city hall next to the current city hall, aiming for completion in December 2028.

On the 12th, the city held a groundbreaking ceremony for the new city hall on the former sports field site of the city hall, attended by Mayor Yoo Jungbok, City Council Chairman Jeong Haegwon, and about 300 other dignitaries from various sectors.

The total project cost for the new city hall is 495.7 billion won. The building will have a total floor area of 80,417 square meters, with four basement levels and fifteen above-ground floors. The new city hall will also include multi-purpose cultural spaces for citizens, such as an exhibition hall, a book cafe, and a lounge.

Currently, due to a shortage of office space in the existing building, the city has distributed several department offices across five external buildings. The plan for the new city hall was first initiated in 2017 during the sixth popularly elected administration, but was halted during the seventh. It was relaunched as a citizen pledge project with the start of the eighth administration.

Once the new city hall is completed, the city expects to respond more proactively to rapidly changing future administrative demands. The currently dispersed administrative functions will be consolidated into one location, significantly improving administrative efficiency.

An administrative town will also be formed, organically connecting the city council building and the office of education. To address the chronic parking shortage near city hall, the city plans to increase the number of parking spaces from the current 828 to 1,882.

Additionally, after the new city hall is completed, the city will pursue remodeling of the existing building to use it efficiently.

Mayor Yoo stated, "The new city hall, being built for the first time in 40 years, will become a landmark symbolizing a 'city where citizens are happy.'"
