Jinju Lawmaker Park Dae-chul Wins 5th Republic of Korea National Assembly Legislative Award

Lead Sponsor of the "Criminal Act Amendment Bill (Introduction of the Public Threat Offense)"
Outstanding Legislative Activities Award in the National Assembly Legislative Award

Park Dae-chul, a National Assembly member from the People Power Party representing Jinju, Gyeongsangnam-do, has been awarded the 5th Republic of Korea National Assembly Legislative Award.


At the awards ceremony held at the National Assembly to mark the 77th anniversary of its founding, Park, who was the lead sponsor of the "Criminal Act Amendment Bill (Introduction of the Public Threat Offense)," received the award in the political administration category for legislative activities.


Park's "Criminal Act Amendment Bill" (Public Threat Offense) establishes a legal basis to punish threat crimes targeting an unspecified majority, rather than specific individuals. With the passage of the amendment (alternative bill) in February, an explicit provision was created to punish public threat crimes such as "random weapon rampage warnings."

The National Assembly Legislative Award Review Committee commented on Park's amendment, stating, "This bill filled a legislative gap in response to crimes announced against an unspecified majority, contributing to alleviating public anxiety and preventing the waste of public authority. In particular, it is significant in that it addressed the limitations of existing laws, thereby enhancing on-site responsiveness and the alignment of public legal sentiment."


The committee further evaluated, "By naming the offense 'Public Threat Offense' so that the general public can easily understand, and by strictly punishing even simple 'warning' posts, the bill has made a significant contribution to promoting social stability."


Park stated, "If this law had been passed during the 21st National Assembly, the deterrent effect against public threat crimes could have been realized earlier. Although it is somewhat late, I am still grateful. As the law has been recognized as an excellent piece of legislation, I will take this as a mandate to step closer to the lives of the people and will dedicate myself to my legislative duties."


Meanwhile, the National Assembly Legislative Award is the official award system of the National Assembly, which fairly and objectively evaluates and recognizes the legislative and policy research achievements of lawmakers. Since 2021, an external review committee composed of university professors, lawyers, and other experts has selected the recipients each year.
